JKN participants will get a Healthy Indonesia Card (KIS) to ease the burden of medical expenses at the hospital. During the pandemic of Covid-19, Noongan Hospital was included as one of the referral hospitals for COVID-19 patients for nearby hospitals and health centers with a coverage of the Southeast Minahasa district, North Sulawesi. Noticeably, 70% of its patients use the JKN-KIS card to get health treatments and more than half the number of patients are outpatients. The number of outpatient visits using JKN-NIS has increased by 83,33% since the pandemic of Covid-19. Examination flow, medical check-ups, queue length, doctor’s expertise, and health treatment objectives influence outpatient visits. This predictive model provides future insights for the hospital management to rationally allocate healthcare resources and improve the efficiency of outpatient services.

Penelitian ini menggunakan teknologi blockchain untuk mengelola catatan medis yang berisi riwayat medis rahasia pasien dan perawatan medis. Sebagian besar fasilitas kesehatan di Indonesia sudah mulai mengubah cara pencatatan rekam medis menjadi rekam medis berbasis elektronik. Namun, masalah keamanan data masih menjadi perhatian terbesar terhadap perawatan kesehatan karena pelanggaran dapat mengekspos catatan pribadi pasien. Kerentanan data dalam pelayanan kesehatan juga dapat mengakibatkan kesalahan pengobatan yang membahayakan keselamatan pasien. Untuk mengatasi masalah tersebut, teknologi blockchain dapat digunakan untuk keamanan pengelolaan rekam medis. Penelitian ini menggunakan Private Blockchain dan Consensus Proof-of-work (PoW) untuk memproses data yang direkam ke dalam blockchain. SHA-256, algoritma kriptografi asimetris, diterapkan untuk menghasilkan sepasang kunci pengenkripsi dan pendeskripsi data rekam medis. Data yang disimpan dalam blockchain akan secara otomatis didistribusikan ke setiap layanan kesehatan di jaringan blockchain. Dokter akan mengakses rekam medis melalui sistem berbasis web dengan menggunakan token yang sebelumnya dihasilkan oleh pasien di sistem Android. Dengan begitu, dokter dapat mengetahui rekam medis pasien tanpa melanggar privasi pasien dan pasien dapat terhindar dari kesalahan penanganan. d... more Covid-19 is an infectious disease caused by the Coronavirus, spreading quickly and resulting in death. Thus, the government of Manado city recommends all the residents always comply with the Covid-19 health protocols. The study aimed to investigate the public's response to the effectiveness of the Covid-19 prevention measures imposed by the local government. The prevention measures include using masks, healthy lifestyles, clean lifestyles, and social distancing. K-means clustering was used to determine the level of effectiveness of prevention measures into four clusters, namely very effective (C1), moderately effective (C2), ineffective (C3), and very weak (C4). The algorithm yields consistent results despite the difficulty of predicting the K-values or the number of clusters at the beginning of the algorithm. As a result, 58% of respondents consider the prevention measures very effective. They have a high level of Covid-19 awareness and the consequences of violating the health protocols, even though about 10% of the respondents doubted the health protocols in Manado were effective due to the high number of death cases daily. The results can be used as insights for the local government to stop the spread of the Coronavirus in Manado city. Keywords: Covid-19, Effectiveness, K-means, Manado, Health Protocol.

Due to the limitations of general lexicons as resources for evaluating the sentiment of a text passage, this study proposes a framework to generate an automated word-emotion lexicon on Twitter by searching relations between words and tweets. The dictionary-and corpus-based approaches are utilized to classify words and tweets into seven sentiment polarities while applying the linguistic features like "and, but, or". Normalized distribution is used to calculate sentiment score for each word or tweet. The effectiveness of the sentiment classification related to health, technology, and education topic is tested. The results indicate that accuracy and precision rates are higher at the word-level than at the tweet-level by identifying a linear association between candidate words and seed words. This expanded lexicon is useful for performing domain specific tasks on social media texts.

Unfortunately, not many IT (Information Technology) developers properly define potential risk events and estimate the probability of the risk event occurring, the possible outcome if it does occur, when it might occur. Risk events can, in fact, affect time, cost, scope, and quality of the project outcomes. Therefore, there is highly important to have risk management mechanism put in place so that the project team can minimize potential risks while maximizing potential opportunities. It is also essential to fully understand the risk management process that consists of risk identification, risk analysis, risk response development, and risk control. In addition, the project team is highly recommended to identify sources of risks for IT projects and principles behind project risk management.

Topics about health, music, sport, and technology are widely discussed in social network sites, e... more Topics about health, music, sport, and technology are widely discussed in social network sites, especially in Twitter. Sharing information about those topics can enrich one's knowledge as well as increase the awareness of the current trends pertinent to the area of interests. Hence, this research aims to develop a web-based application that can classify tweets of netizens into these four categories of topics using one of machine learning methods called Logistic Regression. There are four main processes applied in this application that are fetching tweets, preprocessing, text feature extraction and machine learning. There are 1800 labeled tweets for each topic used as training data. Several processes were done in the pre-processing phase, including removal of URLs, punctuation, and stop words, tokenization, and stemming. Later, the application automatically converted the pre-processed tweets into set of features vector using Bag of Words. The set of features vector was applied to the Logistic Regression algorithm for the classification task. The trained classifier was then evaluated using 1800 tweets with 450 for each topic. Using Confusion Matrix, the results showed the accuracy of tweets classification into the selected topics is 92% which is considered very high.

The applications of sentiment analysis on social media texts have attracted much attention in bot... more The applications of sentiment analysis on social media texts have attracted much attention in both public and commercial sectors. Due to the limitations of general lexicons as resources for evaluating the sentiment of a text passage, this study proposes a framework to generate an automated word-emotion lexicon on Twitter by searching relations between words and tweets. The dictionary- and corpus-based approaches are utilized to classify words and tweets into seven sentiment polarities while applying the linguistic features like “and, but, or”. Normalized distribution is used to calculate sentiment score for each word or tweet. The effectiveness of the sentiment classification related to health, technology, and education is tested. The results indicate that accuracy and precision rates are higher at the word-level than at the tweet-level by identifying a linear association between candidate words and seed words. This expanded lexicon is useful for performing domain specific tasks on social media texts.

health insurance services. JKN participants will get a Healthy Indonesia Card (KIS) to ease the
burden of medical expenses at the hospital. During the pandemic of Covid-19, Noongan Hospital
was included as one of the referral hospitals for COVID-19 patients for nearby hospitals and
health centers with a coverage of the Southeast Minahasa district, North Sulawesi. Noticeably,
70% of its patients use the JKN-KIS card to get health treatments and more than half of the
patients are outpatients. To anticipate the number of outpatients visits using JKN-KIS, a webbased
application was built to generate a predictive model using the C4.5 algorithm. The
performance of this predictive model has a classification accuracy of 91,7% and both precision
and recall of 95%. The number of outpatient visits using JKN-NIS has increased by 83,33% since
the pandemic of Covid-19. Examination flow, medical check-ups, queue length, doctor’s
expertise, and health treatment objectives influence outpatient visits. This predictive model
provides future insights for the hospital management to rationally allocate healthcare resources
and improve the efficiency of outpatient services.

kesalahan pengobatan yang membahayakan keselamatan pasien. Untuk mengatasi masalah tersebut,
teknologi blockchain dapat digunakan untuk keamanan pengelolaan rekam medis. Penelitian ini
menggunakan Private Blockchain dan Consensus Proof-of-work (PoW) untuk memproses data yang direkam
ke dalam blockchain. SHA-256, algoritma kriptografi asimetris, diterapkan untuk menghasilkan sepasang
kunci pengenkripsi dan pendeskripsi data rekam medis. Data yang disimpan dalam blockchain akan secara
otomatis didistribusikan ke setiap layanan kesehatan di jaringan blockchain. Dokter akan mengakses rekam
medis melalui sistem berbasis web dengan menggunakan token yang sebelumnya dihasilkan oleh pasien di
sistem Android. Dengan begitu, dokter dapat mengetahui rekam medis pasien tanpa melanggar privasi pasien
dan pasien dapat terhindar dari kesalahan penanganan.

prevention measures imposed by the local government. The prevention measures include using masks, healthy
lifestyles, clean lifestyles, and social distancing. K-means clustering was used to determine the level of
effectiveness of prevention measures into four clusters, namely very effective (C1), moderately effective (C2),
ineffective (C3), and very weak (C4). The algorithm yields consistent results despite the difficulty of predicting
the K-values or the number of clusters at the beginning of the algorithm. As a result, 58% of respondents
consider the prevention measures very effective. They have a high level of Covid-19 awareness and the
consequences of violating the health protocols, even though about 10% of the respondents doubted the health
protocols in Manado were effective due to the high number of death cases daily. The results can be used as
insights for the local government to stop the spread of the Coronavirus in Manado city.
