The necessity of University evaluation derives from ethical and deontological issues, linked to the autonomy that is a necessary feature of the University, since its foundations. Nevertheless, it is not «the University» as a whole to be evaluated, but those specific components and activities, in which the scientific interests of professors must be coherent with the interests of other stakeholders (students, colleagues, public institutions, society) by clearly defined rules and objectives. Evaluation is strongly tied to autonomy, by means of the accountability that every autonomous institutions must warrant. Unfortunately, the recent University reform law does not propose evaluation as an instrument of accountability and as a tool to make Universities responsible, but as an instrument of their external control.

- The paper highlights the process of social and institutional change within which evaluation practices are embedded in Italy. To recall the main institutional and normative framework through which the Italian public administration has read its own change can explain the reason why evaluation is necessarily a part of collective decision processes and of their institutionalization. The role participation procedures to public decision processes play in this change reveal the main social and cultural issues which are at stake: the due process and the separation of powers the one no more considered, as it once was, as a criterion and a boundary for administrative action; the other no more assumed as a democratic criterion to distinguish public decisions as either political or administrative ones. Administrative action and political decisions can be no more conclusively identified within the legal framework. They are constituted by the procedural enactment of administrative planning processes; they are also the focus of what we define as civil evaluation: the kind of evaluation processes which are strategic in the re-definition of both citizenship and administration as well as in the institutionalization of their mutual relationship. Key words: institutional change, administrative rules, civil evaluation, collective decisions.

ABSTRACT: Questo lavoro riguarda alcune riflessioni su una ricerca ancora in corso che adopera come fonti di dati le sentenze penali, in tema di criminalità organizzata, emesse tra il 2000 e il 2006 in Sicilia. Il disegno di ricerca muove da alcuni interrogativi tradizionali sulla giurisprudenza penale . Si tratta, infatti, di vedere se e in che misura incida sulla decisione finale il tipo di rito scelto, la durata dei vari riti processuali, se la scelta del rito sia riconducibile oggettivamente al reato contestato o, soggettivamente, alle peculiarità dei soggetti imputati, quali siano i settori economici, politici o amministrativi, interessati dai processi, la rilevanza delle attività economiche coinvolte come vittime o strumenti del reato, la quantificazione del danno economico prodotto, l’estensione degli ambiti territoriali coinvolti. The paper aims to show that the irresolution of the National Agency for the Evaluation of the University System and Research (ANVUR) referred to its institutional position derives from a ungoverned hybridization of the reform of the University with the type of evaluation that has been considered as part of the reform administrations. This irresolution destroys the technical role of the Agency, which prevents it improve the role that the law has assigned, of support of the activities of evaluation and selfevaluation of universities; it hinders the diffusion of reflective practices, and, with this, the development of an effective institutional evaluation. After explaining the regulatory steps that have made this possible, the work focuses on the three evaluation exercises hitherto made, to show how the limitations and distortions with which ANVUR is born created obstacles to the diffusion of the culture of evaluation in the universities.

The aim of the study is to evaluate the way in which information is conveyed by one of the major national newspapers, in its online version, Repubblica.it, about health risks associated with the "Terra dei Fuochi". A retrospective systematic search in the online newspaper database was carried out for articles published from 1st January through 13th May 2014. The keyword used was "Terra dei Fuochi". A corpus, containing all articles included, was built in order to perform content analysis and text-mining using the T-LAB software, together with a critical interpretation. The co-occurrence analysis was performed using the keywords: environment, prevention, waste , risk and science. A total of 211 articles were retrieved, but only 188 articles met the inclusion criteria and were included in the analysis. The growing needs of people with disabilities require to integrate this issue into public health in order to improve political feasibility and to ensure that disability will not be left off from any strategic table. The main aim of the "Care for Work" project was to provide training contents to help workers and unemployed people to adapt their knowledge, skills and competencies to the care services sector in order to facilitate their insertion in a new employment source. The partners participating in the project are Organizations from 5 European countries. The project has been divided into seven Work Packages (WPs): three transversal WPs and four specific WPs, each addressing specific activities necessary to achieve the final objectives of the project. Through the fundamental concepts of habitus and reflexivity, the author analyses both the heuristic role and the limits of Margaret Archer's work for the maturation of present sociological theory and for the change of the way in which the sociology studies the institution. In fact, the relative dependence between the reflexivity of the internal conversation and the reflexivity of the structures lets the sociologist choice between an ``institutional'' perspective and a theoretically autonomous and specifically scientific perspective.
