administration in cross river state, Nigeria. The sample consisted of four hundred and twenty-six principals from both
private and public secondary schools in cross river state. One hypothesis was formulated to guide they study. Ex-post
facto design was adopted for the study. A sample size of 426 principals from public secondary schools, were drawn from
a population of 780 principals using stratified random sampling technique. The instrument for data collection was a
questionnaire titled “Principals utilization of legal provisions in secondary schools Administration Questionnaire
(PULPSSAQ). The data collected were subjected to statistical analysis using independent t-test. The results of the data
analyzed showed that female principals utilized legal provisions more than their counterparts’. The principals’ sex did
not have any influence on staff administration and school community relation. It was concluded that sex of the principal
was critical in some aspect of utilizations of legal provisions should be made for in service training, regular workshops
and seminars for principals especially males to help upgrade their knowledge with modern techniques of utilizing legal
provisions in secondary school administration.

As a descriptive survey, teachers and students in senior secondary schools in Ekiti State constituted the study population. The sample comprised of 288 teachers and 1920 students, randomly selected from 32 schools that were stratified, selected and drawn from 16 local government areas in Ekiti State. Four different measuring instruments were used to collect data. The data collected were subjected to statistical analysis using t-test. Findings from the documentary evidence revealed there is uneven distribution of teachers between sex and location, while statistical calculation results revealed that there is a difference between the effectiveness of male and female teachers as well as teachers from both urban and rural locations in the improvement of teaching and learning. The study was designed to examine educational reforms as correlates of principals' administrative... more The study was designed to examine educational reforms as correlates of principals' administrative effectiveness in public secondary schools in AkwaIbom State, Nigeria. Two hypotheses were formulated and tested. Correlational research design was adopted for the study. Literature was reviewed based on the sub-variables used for the study. The population and sample of the study comprised 236 principals' of 236 public secondary schools. Two sets of instruments were developed for data collection by the researcher named: "Educational Reforms Questionnaire (ERQ)" which contained twenty-four (24) items and "Principals' Administrative Effectiveness Questionnaire (PAEQ)" which contained eighteen (18) items respectively. The instruments were validated by three experts in Measurement and Evaluation through validity. A reliability test was conducted on the variables to obtain a reliability coefficient which ranged from 0.82-0.91 for educational reforms questionnaire and 0.75-0.83 and 0.72 respectively for principals; administrative questionnaire using Cronbach Alpha method. The data collected were subjected to statistical analysis using Pearson Product Moment Correlation at the 0.05 level of significance. The results of the analysis revealed a positive significant relationship between information and communication and technology and entrepreneurship education on principals' administrative effectiveness. Based on the findings of the study, it was recommended among other things that government should ensure through monitoring that principals' fully key into the reform process to deliver the mandatory goods.

The study investigated the relationship between head teachers' resource mobilization and public p... more The study investigated the relationship between head teachers' resource mobilization and public primary school goals attainment in Odukpani Local Government Area of Cross River State, Nigeria. Three null hypotheses were formulated to guide the study. Survey research design was adopted for the study and simple random sampling technique was used to select a sample of 330 teachers from a population of 940 teachers for the study. A self-developed questionnaire entitled "Head teachers' Resource Mobilization and Primary School Goals Attainment Questionnaire (HRMPSGAQ)" was used for data collection. The instrument was a 4-point response scale. The instrument was trial tested on 33 teachers who were not part of the actual sample for the study, but had characteristics similar to the ones used in the study. Cronbach Alpha reliability method was used to obtain a reliability coefficient of .93 which was proved to be good enough to measure what it was purported to measure.Pearson's Product Moment Correlation Statistics was used for data analysis and the results tested at .05 level of significance. The findings of the study revealed that financial, physical and human resource mobilization significantly related to primary school goals attainment. It was concluded that head teachers' resources mobilization with reference to the sub-variables had a significant positive relationship with primary school goals attainment. Based on the results of the study, it was recommended among others that head teachers' should as a matter of urgency look beyond the expectations of government funding of primary schools alone and think on other viable sources of mobilizing resources that would make for effective and efficient goals attainment in schools.

The idea of making a Nigerian child to be formally educated, useful, responsible and self-reliant... more The idea of making a Nigerian child to be formally educated, useful, responsible and self-reliant and to contribute meaningfully to the development of Nigeria started in 1976. Several scholars like Kuethe (1968), Rosenbach (1969); Onyekiaju (1987); Asagwara (1989); Ekpiken (1994) and Denga (1996) called that type of education as Universal Primary Education (UPE) to enable an average Nigerian child to ebe formally educated. Unfortunately, Universal Primary Education failed basically as a result its challenges and implementation. In 1999, President Olusegun Obasanjo rekindled the dead philosophy (UPE) and replaced it with Universal Basic Education (UBE). This was in the right direction as a result of the global reawakening of formal education for children from the ages 5-16 years, mostly at the primary and junior secondary school levels Consequent to various education summits in various parts of the world, such as Jonatiem, Thailand from 5th to 9th March, 1990, which came up with a documents entitled "World Declaration on Education for All (EFA) and Framework for action to meet Basic Learning needs", Nigeria became a signatory to the agreement, in other words, Nigeria became part and parcel of the framework. The purpose of the study was to find out the extent to which organizational climate predicted sus... more The purpose of the study was to find out the extent to which organizational climate predicted sustainable peace culture in higher institutions in Cross River State, Nigeria. A survey research design was used and a sample of 500 lecturers randomly selected from 4 higher institutions was used for the study. Two hypotheses guided the study. Data were collected using a questionnaire titled "Organizational Climate and Sustainable Peace Culture Questionnaire" (OCSPCQ). Data were analyzed using multiple regressions and t-test statistics. The result of the study revealed that organizational climate had a significant effect on sustainable peace culture in higher institutions. There was a significant correlation between the joint predictor variables and sustainable peace culture. The organizational climate variables made significant relative contributions to the determinacy of sustainable peace culture in higher institutions. Premised on the findings of the study, it was recommended that institutional administrators should encourage a healthy interpersonal relationship and create a disciplined school environment to promote sustainable peace culture in higher institutions.

The study aimed at examining educational funding systems and quality service delivery in universi... more The study aimed at examining educational funding systems and quality service delivery in university of Calabar, Calabar, Cross River State, Nigeria. To achieve the aim of this study, two research questions were raised and two hypotheses were formulated to guide the study. Survey research design was adopted for the study. A total sample of one hundred and seven (107) head of department in university of Calabar, Calabar in Cross River State was selected for the study. The selection was done through census sampling technique. The instrument used for the data collection was questionnaire titled: Educational Funding Systems and Quality Service Delivery Questionnaire (EFSQSDQ) was developed by the researchers and was validated by experts in administration in higher education and measurement and evaluation. Data collected were subjected to statistical analysis using Pearson moment product correlation Coefficient (r) of statistical package for social science (SPSS) version 25. The result revealed that quality service delivery in university is related with educational funding systems. It was recommended that management of the universities should make adequate provision for effective funding of the university in order to encourage quality service delivery in the university.

The study recommended that government should do more to monitor implementation stages of its education policy with special regard to gender and locations of teachers. Serious and genuine implementation of policy is as important as its formulation. The inspectorate division of the ministry of education should take seriously the distribution of teachers and monitoring of what goes on in our classrooms, especially schools in rural areas where students expect “miracle” passes.
