RESUMO Este artigo analisa a política da Argentina quanto a Segunda Guerra Mundial e sua repercussão na geopolítica argentina em relação ao Rio da Prata. O argumento central do artigo é o de que a neutralidade argentina nesse conflito significava a recusa de Buenos Aires em aceitar a iniciativa do Presidente Roosevelt de um panamericanismo voltado para a defesa do hemisfério americano, de contenção do nazifascismo, sob liderança dos Estados Unidos. À política hemisférica de Roosevelt, a Argentina contrapôs o projeto de uma integração econômica do Rio da Prata, bloco do qual também participariam o Brasil e o Chile. Esse bloco seria instrumento de contenção dos Estados Unidos na América do Sul e, ainda, constituiria mercado consumidor para produtos argentinos.

This article analyzes three attempts to reach an armistice during the Paraguay War in order to bring the Parties in the dispute to negotiate peace. Two of these attempts – from United States and South American republics – were intentional and one resulted from the existing circumstances. All of these attempts have failed, either because they happened when Francisco Solano López had positive expectations regarding the war, or because to the Brazilian Empire only victory could guarantee the Monarchic State's objectives not to be jeopardized.

The article analyzes the politics of the Empire of Brazil in Rio de la Plata, from 1822 to 1852, and how it was supported by the Imperial Navy. It demonstrates that the Navy was responsible for the military balance in the Cisplatina War, which resulted in the Uruguayan independence, and helped to defeat Oribe, in Uruguay (1851), and Rosas, in Argentine (1852). The independence of Paraguay and Uruguay as well as the containment of any impulse of expansionism by Buenos Aires – which could be a threat to both and to Rio Grande do Sul – were then consolidated as objectives of Empire´s policy in the River Plate. Such a policy was supported by the coordination of diplomatic action and military power, especially by the Navy which could block Buenos Aires, the only foreseeable potential obstacle to the hegemony of the Empire in the region.

In 1863 and 1864, historical and political contradictions in the River Plate region led to civil war in Uruguay, creating tensions with neighboring nations in the region. The Brazilian government intervened both politically and militarily in Uruguay to address the interests of ranchers in its province of Rio Grande do Sul, to distract the attention of the Brazilian citizens from domestic problems, and to preserve the political influence of the Empire of Brazil on Uruguay. This action by the Empire clashed with the new Paraguayan policy of political interference in the River Plate region and resulted in the declaration of war against Brazil by Paraguayan dictator Francisco Solano López. This conflict broadened into the Paraguayan War.

O artigo analisa a politica externa do Imperio do Brasil em relacao a Argentina, de 1822 a 1889. O texto estuda a evolucao dessas relacoes, desde o primeiro momento conflitivo da guerra entre o Imperio e as Provincias Unidas do Rio da Prata (1825-1828), passando pela intervencao contra Juan Manuel de Rosas (1852), pela alianca na guerra contra o Paraguai (1865-1870) e pela rivalidade brasileiro-argentina em torno da influencia naquele pais. Em seu final, o artigo demonstra que a partir dos anos finais da decada de 1870, o Estado Monarquico brasileiro, envolvido em uma crise interna que restringia sua acao diplomatica no Rio da Prata, convenceu-se de que a Argentina deixara de ser uma ameaca as independencias do Paraguai e do Uruguai.

The Brazilian and Argentine diplomatic documentation, as well as the private archive of Manuel Pena Villamil, demonstrate that, between 1920 and 1925, a combined action between presidents Epitacio Pessoa, of Brazil, and Manuel Gondra, of Paraguay, initiated an approach between the two countries as a way of reducing that Paraguayan dependence

Um dos conflitos mais sangrentos da America Latina, a guerra entre a Triplice Alianca —Argentina, Brasil e Uruguai — e o Paraguai, e seus antecedentes, tem uma vasta historiografia. Tal nao ocorreu quanto aos estudos sobre os anos posteriores a 1870. A disputa entre a Argentina e o Imperio brasileiro pela hegemonia sobre o Estado guarani, que quase levou os antigos aliados a guerra, mereceu poucos estudos, privilegiando quer o aspecto diplomatico, quer a repercussao daquela no parlamento . A politica brasileira em relacao aos paises do Rio da Prata, comandada pelo Gabinete em maos do Partido Conservador, foi alvo de veemente contestacao, no parlamento e na imprensa, pelas oposicoes liberal e republicana. No entanto, o papel da imprensa, quanto a questao, nao mereceu, ate agora, maiores cuidados. Não constitui exagero afirmar que o conflito contribuiu para a construção da identidade nacional, para o sentir-se brasileiro. Também não é exagero afirmar que o conflito serviu com o catalisador das contradições internas do Estado Monárquico.Para vencer a Guerra, o Império organizou um Exército numeroso, que desenvolveu espírito de corpo nos campos de batalha, e que, ao retornar vitorioso ao Brasil, dissociou-se da Coroa e identificou-se com a Nação, tornando-se instrumento do golpe de Estado que proclamou a República. The article analyses the Paraguayan and
Uruguayan foreign policies in relation to World
War II and their repercussion in each country’s
position in the geopolitical dynamics of the Rio
da Prata, where Argentina was a key player.
We use primary sources, among which are
the Paraguayan and Uruguayan diplomatic
archives, as well as updated bibliography. The
central argument of the article is that, although
Paraguay and Uruguay had formally adopted
identical positions, namely that of neutrality in
the beginning of the conflict, the severance of
diplomatic relations with the Axis in 1942 and
the declaration of war upon it in 1945, they
differentiated from each other in regard to the
effectiveness of the measures adopted contrary
to Nazi-fascism and towards Argentina, a
hegemonic country until then in the Rio da
Prata. The geopolitical impact was greater felt
in Paraguay, where the Argentinian influence
was rivalled by that of Brazil’s, which was
backed by actions taken by the United States
to counter Nazi influence in the Paraguayan
society. The geopolitical impact was less
significant in Uruguay due to its geographical
position and economic features which reduced
Argentinia’s capacity of influence upon the
country. Nonetheless, there was considerable
change in the Uruguayan insertion in the world

In 1863 and 1864, historical and political contradictions in the River Plate region led to civil war in Uruguay, creating tensions with neighboring nations in the region. From 1902 to 1912, the Brazilian Foreign Office adopts new guidelines to the project of consolidating Brazilian hegemony in South America. Yet, the relationship with the countries of the Plata Basin, particularly with Argentina, was essential to achieve this goal.
