Indonesia's Muslims are still pondering the role of religion in public life. Although the religious violence marring the transition towards democratic reform has ebbed, the Muslim community has polarised into reactionary and progressive camps with increasingly antagonistic views on the place of Islam in society. Debates over the underlying principles of democratisation have further heated up after a fatwa issued by conservative religious scholars condemned secularism, pluralism and liberalism as un-Islamic. With a hesitant government dominated by Indonesia's eternal political elites failing to take a clear stance, supporters of the decision are pursuing their Islamisation agendas with renewed vigour, displaying growing intolerance towards other religions and what they consider deviant Muslim minorities. Extremist and radical exponents of this Islamist bloc receive more international media coverage and scholarly attention than their progressive opponents who are defiantly challenging this reactionary trend. Calling for a true transformation of Indonesian society based on democratic principles and respect for human rights, they insist that this depends on secularisation, religious toleration and freethinking. Conceived as a contemporary history of ideas, this book aims to tell the story of these open-minded intellectuals and activists in the world's largest Muslim country.

This article addresses the roles played by Masyumi political leaders in fuelling dakwah activism in Indonesia and energizing the inception and proliferation of Islamic higher education institutions before and after the political turmoil faced by the Masyumi party. Islamic politics and education in Indonesia were intermingled and utilized by Masyumi leaders to promote Islam, foster the dignity of the ummah (Muslim community), and achieve Maysumi’s political vision via non-political activism. Using social-structure networks analysis, this article argues that the Masyumi networks and the spirit of Islamic modernism accelerated the spread of Islamic higher education in Indonesia, especially from 1945–1965. The Masyumi networks consisted of Muslim politicians, the intelligentsia, technocrats, noble families, and businesspeople.

This paper is about poetry and pilgrimage in Tembilahan, Indragiri Hilir, where Abdurrahman Siddiq, a prominent alim who lived in the late nineteenth and early twentieth century, is buried. In addition to his treatises on theology, mysticism, and ethics, Abdurrahman Siddiq is also renowned for his contribution to Islamic literature in Sumatra. He is a famous Islamic scholar and is respected in Indragiri Hilir for his spiritual messages delivered in the form of sya’ir (poetry). Malay Muslims have preserved the saint’s legacy through the act of pilgrimage and various cultural events and festivals. This paper argues that the recitation of Abdurrahman Siddiq’s poems during the pilgrimage to Tembilahan and Islamic festivals shows how Malay Muslims honor their respected saint.

IntroductionWelfare provision in a nation-state era has become an interesting issue to investigate. In many developing countries, economic growth is often hindered by an inadequacy of a reliable welfare system to benefit society at large. Indonesia, the largest country in Southeast Asia, which is inhabited by more than 250 million people, seems to have suffered from such an inadequacy. After the fall of Suharto in the late 1990s, Indonesia recovered from the financial and political crises and then started experiencing considerable economic growth and democratization. Nevertheless, an adequate welfare system that can reach all parts of society remains hard to find, despite the increased economic growth in the past 10 years. The public does not easily accept Indonesian government statistics showing a decrease in the number of people living below the poverty line. As such, statistical reports do not stop civic organizations from acting as non-state welfare providers by trying to provid...

This article explores the origin and development of the ideas and practice of zakat (Islamic tax) on salary and identifies how it affects the nature of zakat practice in contemporary Indonesia. The recent trend suggests that Indonesian Muslims are attempting to translate and reinterpret the Islamic concept of social justice by utilizing zakat on salary (zakat profesi) as a discursive center. Despite the fact that this has been the subject of heated debate among Muslim scholars since the 1980s, the Indonesian state has attempted to make its payment mandatory by enacting zakat regulations at both the provincial and district levels. This new phenomenon is stimulating new debates among the country’s Islamic scholars over the legality, from a jurisprudential aspect, of imposing zakat regulations on civil servants. Some believe that zakat practice has been precisely prescribed in the Qur’an and Sunnah and thus such an “innovation” is not necessary; others consider zakat to belong to that ...

This article examines the engagement of Indonesian Islamic civil society organisations in the international arena by paying particular attention to the role of the Islamic modernist movement, Muhammadiyah. Beyond its vibrant religious and social activism in the domestic context of Indonesia, Muhammadiyah has, in the past thirty years, engaged in various international affairs such as peacekeeping operations, humanitarian activities, and politics. This engagement indicates that Muhammadiyah has attempted to strengthen its international exposure and contribute to the global community. By examining Muhammadiyah’s vision and activism, both discursively and practically, this article seeks to know why it is so essential for Indonesian Islamic civil society organisations, such as Muhammadiyah, to be involved in the international arena, and what Muhammadiyah engagement means for the global picture of Islam in the Muslim world.

The first Indonesian edition of this book was published in 1983. The publishing of second edition reflects a profound engagement of Nakamura with his research subjects among the Muhammadiyah members in Kota Gede-Yogyakarta for nearly four decades. The book also symbolizes the author’s thoughtful contribution to Indonesian studies in general, and the study of Indonesian Muslim societies in particular. The book has a clear argument about the role of the Islamic reformist movement in a certain kind of Islamization process in Java. More importantly it has opened more space and opportunities for younger researchers to dig further different patterns and complexities of the modernist movement that can be discovered in the field. This article analyses how Islamic philanthropy is translated and reiterated in contemporary Indonesia and contextualized in the international arena. It examines the experience of an Islamic philanthropic organization, Dompet Dhuafa (DD), in defining and addressing types of zakat beneficiaries by, among other things, addressing unfortunate Indonesian migrant workers residing in Hong Kong. The effort of DD to expand the types of zakat recipients reflects a new development of Islamic philanthropy activism in Indonesia. There is a substantial change in how zakat is formulated and practiced among Indonesian Muslims in general, and in particular Indonesian migrant workers overseas. Islamic philanthropic organizations, such as DD, have functioned not only as intermediaries between benefactors in Indonesia and Indonesian migrant workers overseas but also as energizers to encourage the zakat practice among fortunate migrant workers to help their unfortunate fellows overseas.

This paper investigates the growing initiatives within the private sector to orga-nize social welfare activities, and analyzes the way in which zakat (alms) is prac-ticed among Muslim businessmen. The establishment of zakat agencies within private companies has marked the latest trend of the practice of philanthropy in Indonesia. Corporation-based zakat collectors have become new players in the rapid growth of the Indonesia’s zakat sector in the past two decades. This paper examines the following issues: what are the main forces stimulating corpora-tions to set up zakat collectors; what kinds of religious ideas are applied to mo-bilize charities from Muslim workers, and how these concepts are interpreted and practiced within private companies? This paper argues that the inception of a new concept in zakat practice, such as zakat on corporate wealth, has indi-cated the dynamics process of Islamization of the private sector in Indonesia. The spawning of Muslim philanthropic associations signifies an increasingly visible Islamic social and political activism, in Indonesia as elsewhere in the Muslim world. Acting as non-state welfare providers, the associations provide “social security” to poor and disadvantaged groups as a means of promoting the public good. In the intricate relationship between state and citizen in the world’s largest Muslim country, Muslim philanthropic ideals of promoting the well-being of the community (ummah) are in turn contested. Will they lead to a more democratic citizenship or to new types of clientelistic relations within a plural society? This research deals with the following questions: To what extent are welfare issues perceived by Muslim philanthropic organizations as shaping a new debate over “citizenship”? Can the Islamic concept of ummah be reconciled with modern ideas of citizenship?

This paper discusses the roles of Islamic charitable organisations in running dakwah activities on Nias Island. By Showing how Islamic charitable organizations have attempted to create welfare programmes under the dakwah scheme, it investigates whether inclusive attitudes towards beneficiaries with different religious backgrounds have characterised Islamic social activism in ‘non-Islamic’ regions. As a Muslim minority area, post-disaster Nias Island has increasingly become a place where Islamic charitable associations and dakwah movements from outside Nias have attempted to deliver aid as well as to assist the communities, notably the Muslim minority population. As the outer islands and isolated regions have become an arena of contestation for religious missionaries, Muslim preachers to a certain extent should compete with Christian missionaries and indigenous religious groups. By way of a case study, this paper also examines the way in which Islamic charitable associations, such as...

Malaysia witnessed the rise of Islamic education more than a century ago, partly evidenced by the establishment of traditional Islamic education institutions called pondok or madrasah. Starting in the nineteenth century, Islamic pondok schools spread in Malaysia, founded by ‘ulama (Islamic scholars) who gained financial support from the community. As time went by, many pondok, previously supported by civil society, began to face financial difficulties because of the changing political landscape, economic situation, the death of their founders, and changes in government policy. This paper investigates the experiences of two madrasahs in the state of Kelantan in Malaysia and the strategies they have adopted to resolve their financial issues. This paper argues decisions and strategies regarding financing were influenced by several factors, including the degree of attachment felt by the current asatidz (teachers) to the history of their pondok, their desire to preserve the legacy of the...

Members of the Kerinci ethnic group area migrated to and settled in Malaysia centuries before the nation-state era arrived on the Malay Peninsula. Their migration continues in the present, and they face a range of problems, such as ongoing changes in the nation-state in the Malay Peninsula, migration policies, available types of occupations and aspects of their social-economic and cultural context. This paper focuses on the lives of members of ethnic groups from the regency of Kerinci, Sumatra, who have been living as migrants in Malaysia for more than three generations. It explores the ethnic identification of Kerinci migrants in Malaysia and investigates how they have preserved their legacy and protected the land that was inherited from their ancestors. This paper argues that the migration of some Kerinci to Malaysia entails a preservation of cultural differences and reunification of some families, as well as the continuation of certain family inheritances.

While there have been studies on the development of Islamic philanthropic organizations in fostering social welfare in Southeast Asian countries such as Indonesia and Malaysia, the role of international Islamic aid agencies, including those from Gulf countries, in their dealings with Southeast Asian domestic welfare issues remains unexplored. This essay discusses the growth of Gulf charitable organizations operating in Southeast Asia, particularly the reasons for this phenomenon and the types of activities in which these organizations are engaged, and then takes an in-depth look at two Gulf charities that are active in Indonesia, namely the United Arab Emirates’ (UAE) Asian Muslim Charity Foundation (AMCF) and Qatar Charity.

In the wake of the Asian tsunami of 2004, which resulted in thousands of children in
Indonesia’s Aceh province losing their parents, several Gulf-based charities initiated aid
programmes specifically to help these orphans. This paper discusses how these charities
carried out their aid work in Aceh by partnering with local non-governmental organisations,
and, in some cases, transforming themselves into local foundations. The paper also
examines whether these charity networks have had any substantial religious impact.

This paper discusses cash waqf innovation in Indonesia by exploring the experience of Islamic financial institutions and Islamic philanthropy organizations. The increase of opportunity to gain public fund from the Muslim middle-class has lead to the dynamics and inovatove waqf (endowment) management. This article focuses on the socio-economi context that fueled the incease of cash waqf practice, and various innovative forms of Islamic phinathropy. This paper argues that the concept of cash waqf has been translated in various ways, and there have been different forms of cash waqf management. This suggests that people put much attention to ideas of maslahat (the benefit of society) in practicing cash waqf instead of simply rigidly following Islamic jurisprudential rule or positive law.
