In 2015 the European Union was faced with a huge problem – the migration crisis, which saw more than a million migrants crossing the EU borders. Almost 900,000 came to the EU from Turkey. Migrants travelled from the Turkish Anatolian coast to the nearby Greek islands in the Aegean Sea. The Aegean has for decades seen territorial disputes between Greece and Turkey concerning delimitation of the boundaries of the continental shelf, territorial waters, airspace. Turkey also claims the right to the Greek islands at its shores. Mass migration of Muslims to Greek islands contribute to escalations of tensions between Athens and Ankara. Greece is getting increasingly concerned about the possibility of Turkey using the ‘demographic weapon’.

This paper explores two divergent concepts installed in the EU operational structure – postmodernism and modernism – in relation to the CFSP and enlargement. The research is conducted upon the content analysis method, descriptive method and comparative analysis. The main research intention is to locate the inability of the EU, to achieve internal coherence on a certain international issues, taking into account the clash between the above mentioned concepts. Consequently, this paper locates the problem of modernism as in the EU normative provisions and behavior of its Member States. At the end, it is noted that the concept of avant-garde Europe can be used as a possible solution for future development of the EU in a postmodern direction.

Georgia is a country that gravitates towards Europe with strong tendencies to join the European Union. Since the early 1990-ties it has been undergoing the process of political reforms towards political pluralism and overall democratization, slowed by the civil war and war waged for its territorial integrity. The last period 2004-2014 is the one that promoted and speeded up the process of democratization especially at local level. These developmental trends were the subject of our analysis as concerning three very important areas: devolution of competencies or transfer of competencies from central to local authorities, fiscal decentralization and relations between central and local authorities. Treating the EU through the civilian power prism and its civilisatory mission (la mission civilisatrice) is one of the oldest distinctive European concepts relating to its international political power, and consequently, of its nature as a security actor in the international relations. Conceptualization of the EU as a civilian power first makes the author Francois Duchene, that interpreting the security and power structure of the European Union, its attributes (such as: weak diplomacy, incoherency, and total deficit of armed forces) and of course its nature as foedus pacificum (League of peace), can be concluded and its existence as a civilian actor, tending to achieve civilian objectives. In that sense, this paper describes and analyzes the nature of the EU identity as a civilian security actor on the international political scene.

The paper represents a theoretical investigation into the phenomenon of decline of the state. It addresses three basic and mutually connected investigation areas, introduced in deconstruction of the state, a decline of the state, and alternative of the state. Primarily, theories of the origin of the state are exposed, where the state’s essence is located; its function – identified and the role it has been playing – observed. In following, the decline represented as a process of transfer – with the state as its main subject, is interpreted through different prisms, particularly the one of federalism, postmodernism, decentralization, and libertarianism. The international law which regulates the formation, functioning and legal capacity of international organizations, and also the international law in the United Nations system, are always relevant and subject to progressive development, because the international relations are in constant dynamics. Each newly created state has one major foreign policy goal during its first years of formation or after obtaining independence – admission to the membership of the United Nations. That is because the decision of admission to the membership of the UN guarantees the country’s statehood which can no longer be questioned. The country becomes part of a global community of nations – the international community. Therefore, the present paper is a qualitative research regarding the admission of new states to the international community, and the decision-making process concerning the admission of new Member States to the UN.

This article is a qualitative analysis of the Lisbon Treaty and its institutional and political implications for the international political identity of the European Union as a global actor. The Lisbon Treaty makes an institutional-political effort for integration of the European foreign policy capacities, followed by installation of the President of the European Council and the High Representative of the Union for Foreign Affairs and Security Policy institutions. This Treaty also constitutes the single legal personality of the EU which differs for the EU on the international political scene in relation to others. With the integration of the EU’s foreign policy capacities and the fusion of the (former) three pillars, the Lisbon Treaty makes some sort of rationalization of the institutions in terms of providing efficient and simplified decision-making, suitable for implementing a coherent foreign policy. This chapter addresses the perspective of the European Union as a Multi-Speed Europe, in which in a Balkan context, member states participate in common policies and choose the ones they are (or are not) willing and able to participate in. The integration experience witnesses a Multi-speed approach to European integration, as may be demonstrated in the cases of the European Monetary Union and the Schengen Agreement, in which not all the member states participate. The goal of this paper is to apply the Multi-speed model within the Balkan states – in the concrete cases of Macedonia, Greece, Bulgaria, Albania, Croatia, Bosnia & Herzegovina, Kosovo, Serbia and Montenegro, within the circles of integration, and in the process of European integration in general, thereby creating a model of Multi-Speed Balkans.

The relation between religion and politics is a field of mutual interaction, as well as source and promoter of many historical, current and probably future political movements, parties, and organizations. Political Islam represents the old-new dimension in the spectrum of contemporary political ideologies with specific characteristic and own socio-political worldview which pretend to penetrate into countries with Muslim inhabitants. The question of the correlation between Islam, political Islam and liberal democracy has so far been the most exposed topic in exploring the democratic capacity of political Islam and Islamic societies in general. What is particularly intriguing about the relationship between political Islam and liberal democracy is the fact of its westernized triviality that has received a pejorative tone in Islamic political circles. Simplified, the triviality of liberal democracy for the Islamic political campus implies imposing a model of democracy that cannot be fully compatible with the original Muslim notion of society and government. The main objective of this article is to analyze the impact of Ankara's reference to the legacy of the Ottoman Empire on contemporary Turkish foreign policy and the attitude of Poland towards such a reversal in Turkish diplomacy. Turkey is now more aware that it has no chance of gaining European Union membership. In this situation, Ankara has begun to emphasize its Eurasian character and is trying to build its influence in the region, in particular among eastern and southern neighbors. To have a greater impact on its neighbors, Turkey refers to the legacy of the Ottoman Empire. This article analyzes the informative component of the Macedonian public administration as an imminent part of the accession process towards the European Union. The interaction of the public administration with the citizens, NGOs, media and other relevant "stakeholders" in the Macedonian society is an additional impetus for the acceleration and improvement of the integrative process. The main research methods which will be used in this paper are a descriptive method, a content analysis method, and the comparative method.
