It explores whether there is any relationship between the establishment of a structure of political opportunities and the recruitment patterns of this segment of the parliamentary elite. The aim is to assess the circulation among the political positions attained before reaching the position of Senator. The research consists of the systematic observation of the biographies of the 851 holders of senatorial mandates from the 21st legislature (1890/1891) to the 37th senatorial term (1934/1937). Results suggest that the political careers of senators extended in time and have become more diverse in terms of the political instances they encompassed. The new institutional framework, with more positions facing electoral competition and the strengthening of state-level policy, has intensified political circulation among government levels (municipal, state and federal) and the decision-making arenas (executive and legislative). These results show that the legislative recruitment patterns identified in the literature devoted to the second half of the 20th century were already outlined by the senatorial political elite of the First Republic.

To this end we present several theoretical and methodological strategies to establish the variable “occupation prior to a parliamentary career” and argue in favor of a more analytical criterion than a sociographic one when coding the occupations of those who consider entering the political world. The argument that follows considers that political recruitment could be better apprehended by means of a typology that takes into account not only institutional variables but also, as suggested by Max Weber, social and economic variables. For the empirical test concerning the proposed criteria the data is based on candidates for a federal deputy seat in 2006 and 2010 so as to simulate the efficiency of an alternative classification. This classification is based on three parameters: 1) the flexibility of the candidate’s professional career (free time and financial autonomy), 2) the importance of this occupation in a given community (social status) and 3) the candidate’s previous affinities with the values and practices of the political world. The results revealed that social cleavages as well as gender cleavages may be enhanced due to the type of professional activity previously exerted by the political candidates even before institutional filters yield their effects.

The analysis was performed by making reading notes to isolate the logical structure of the argument of each paper; the grid of reading discerned the following structural elements: the problem and the research question, the object, the objectives and conclusions, and Finally, the thesis of each article. Through the frameworking of thirty-eight articles, we find three family of meanings: the first highlights the sociological arguments, which aggregate three explanations by which the cause of reform lies in Brazilian society. The second brings together two pragmatic explanations that postulate the inevitability of market-oriented reforms, and the third consists of two institutionalist explanations, seeking the cause of political institutions for the implementation of neoliberal reforms. The article reveals that the analysis of neoliberal reforms in Brazil was held from empirical data rich and diverse, but on the other hand, still denote a theoretical and conceptual debate incipient about the subject matter.
