El presente artículo realiza un balance de los populismos contemporáneos en América Latina y sus ... more El presente artículo realiza un balance de los populismos contemporáneos en América Latina y sus entrecruzamientos con las categorías temporales de ciclo y crisis. Parte de un análisis de las lecciones que nos dejan estos regímenes actualmente en crisis, al menos en la región, y del ciclo histórico interno de surgimiento-auge-desgaste-crisis, que muestran estas tendencias populistas. Se ofrece una reflexión sobre el populismo desde la teórica política contemporánea que acompañó a las distintas experiencias populistas latinoamericanas. Se argumenta que el populismo posee una estructura semántica de “articulador de opuestos”, y se realiza un recorrido conceptual del mismo para finalizar con el debate teórico actual en torno al populismo del siglo XXI, señalando algunas de las contribuciones del mismo para explicar la crisis y fin de ciclo de los populismos latinoamericanos. This conceptual history of “crisis” in twentieth-century Latin America identifies the intellectual trajectory of Argentine economist Raul Prebisch as a starting point and narrative thread, followed by the iconic sociological products of, or influenced by, the Economic Commission for Latin America and the Caribbean (ECLAC/CEPAL). The trajectory of the concept of crisis in the region begins with a concrete temporal application referring to specific historical critical moments or junctures. Based on Prebisch’s work, it shows how a fundamental conceptual shift may be observed during the crisis of the 1930s, when crisis is conceptualized as an opportunity that leaves “the lesson” of an urgent need to revise neoclassical economic theory, promote industrialization, and to deeply restructure the role of the State in the region. This conceptual history of “crisis” in twentieth-century Latin America identifies the intellectual trajectory of Argentine economist Raul Prebisch as a starting point and narrative thread, followed by the iconic sociological products of, or influenced by, the Economic Commission for Latin America and the Caribbean (ECLAC/CEPAL). The trajectory of the concept of crisis in the region begins with a concrete temporal application referring to specific historical critical moments or junctures. Based on Prebisch’s work, it shows how a fundamental conceptual shift may be observed during the crisis of the 1930s, when crisis is conceptualized as an opportunity that leaves “the lesson” of an urgent need to revise neoclassical economic theory, promote industrialization, and to deeply restructure the role of the State in the region. Later, in the late 1950s and in the context of CEPAL and Development Sociology, the concept changed from a conjunctural to a structural meaning. The article tackles other temporal applications, such as cyclical crisis, structural crisis, and permanent crisis.
El artículo propone un estudio sobre el problema del gobierno de emergencia y la crisis constituc... more El artículo propone un estudio sobre el problema del gobierno de emergencia y la crisis constitucional en Estados Unidos desde la obra del sociólogo húngaro-estadounidense Andrew Arato. A través de una exégesis de la obra de Arato en aquellos años, se historiza y analiza el gobierno de emergencia en Estados Unidos. Se muestra cómo en el pensamiento de Arato la emergencia constitucional en Estados Unidos debe ser examinada en el contexto del régimen político presidencial estadounidense. Según Arato, la presidencia tiende a resultar fortalecida a partir de las crisis, desarrollando un interés objetivo (y quizás subjetivo) en la emergencia constitucional. Finalmente, a partir de la contribución teórica-histórica de Arato sobre el gobierno de emergencia se discuten algunas implicaciones contemporáneas para caracterizar los gobiernos o medidas de emergencia establecidos en México y Argentina.

Кризис 1930-х г. был историческим объектом его исследования, на примере которого он выстроил свою теоретическую конструкцию вокруг понятий зависимости и развития Латинской Америки. Кризис 1929-1930 гг. был тем инструментом, который позволил пересмотреть неоклассическую экономическую теорию в отношении региона, предложить индустриализацию и импортзамещение, переоценить роль государства в экономике стран региона. Кризис побудил действенным реформам, новым ориентирам на будущее, новым «горизонтам ожидания». Эти горизонты практически всего XX в. подразумевали развитие. Данная статья предлагает новое прочтение программы Пребиша для Экономической Комиссии для Латинской Америки (ЭКЛА-CEPAL), появление которой было вызвано кризисом и политическими решения по его преодолению. Через сотрудничество с социологами ЭКЛА, в частности с Хосе Мединой Эчаварией, Пребиш предложил определение концепции
