The chapter discusses professionalization and development of a professional ideology in architecture by means of focusing on a historic narrative in which the process was not reflecting the sociological definition of the process (which is also discussed at length); the twentieth century developments of architectural profession in Turkey. Through this example, the chapter aims to discuss how certain ideological identifications regarding the architectural profession is still being reproduced in architectural historiography and architectural education, as well as the current architectural practice. The chapter additionally proposes to discuss possible new perspectives on how the architectural praxis is understood by utilizing the critique of professional ideologies and their reproduction within the field.

ABSTRACTThe history of twentieth-century architecture in Turkey can be presented as a conflict between a powerful state bureaucracy and an independent architectural community: the former producing most of the buildings and infrastructure but with little verbalisation; the latter producing most of the discourse but building relatively little. This article examines a case that challenges this dichotomy. It focuses on the architectural department of SİSAG (1969–77), a company associated with Hacettepe University in Ankara, and the organisational, institutional and occupational modes and practices that it employed. The article explores both the architectural production of SİSAG and its role as the setting for the first white-collar strike in Turkey, and it unearths the intellectual and institutional discourse on the organisation of architectural production that surfaced with this confrontation. The study inquires into the modes of operation, relations of production and forms of institutionalization in the architectural scene of the first half of the 20th century in Turkey, the period that witnessed the professionalization of the discipline in the country in the modern sense of the word. The focus of research is the architectural production in the public offices, especially the design office in the Ministry of Public Works, which is responsible for a major portion of the modern construction program that the country underwent in the early Republican era. The dissertation brings in an approach that has not been widely followed in the present architectural history studies on the modern architecture in Turkey. Bu çalışmada konu edildiği şekliyle kamu mimarlığı, bir yapı tipi olarak kamusal işlev veya kullanımlara sahip ya da kamu mülkiyetindeki yapılara değil, bir üretim ortamı ve örgütlenişi tipi olarak kamu bürokrasisi içerisinden üretilen mimarlığa işaret etmektedir. Çalışma kamu mimarlığının özellikle erken Cumhuriyet döneminde başlayarak Türkiye’deki tarihsel evrimine odaklanmakta ve buradan hareketle yapılı çevrenin üretimine eşlik eden söylemsel yapıların çeşitliliğini, karşılıklı konumlanış ve ilişkilenişlerini ve bugünün kentsel çevresinin üretimine yansıyan izlerini tartışmaktadır.
