Engin Akcay
Awarded Chevening Fellowship on “Government Relations with NGOs and Civil Society” at the University of Glasgow, Engin Akcay’s academic journey includes teaching and/or research experiences in Turkey, Rwanda and the United Kingdom, as well as several EU countries within the Erasmus+ Staff Mobility framework.
Entitled ‘Turkish Foreign Aid as a Foreign Policy Instrument’, his PhD thesis is published in Turkish; ‘Bir Dış Politik Enstrüman Olarak Türk Dış Yardımları’. Dr Akcay is also the co-editor of the book ‘Half a Decade in Turkey: Ambassadorial Insights’, (http://www.tandfonline.com/doi/abs/10.1080/14683849.2015.1041384).
Following his Visiting Scholarship at (International & Partnership Office-Research) Cardiff Metropolitan University, and (School of Law and Politics) Cardiff University, Dr Akcay obtained the Fellow status of the UK’s Higher Education Academy. Dr Akcay is the Member of the Academic Council on the United Nations System and Editorial Board Member of the Journal of Human Security. As a qualified translator (with Merit in Law), Dr Akcay is also the Member of Chartered Institute of Linguists (UK) and has been providing linguistic (interpreting/translation/assessment/editing) services in English-Turkish language pair for public organizations and business sector.
Since 2022, Dr Akcay has been making research studies at the University of South Wales, primarily on African Politics, Contemporary Diplomacy, Foreign Aid Politics, Human Security, and International Security.

The authors try to frame the question of Turkey’s increasing attempts for

Finally, it also questions the pathways for international students which may remodel student mobility to skilled migration.

While the enormous building of the African Union (AU) was under constructions, it had already come in for criticism, on one hand. On the other, according to the Ethiopian President Wirtu, the new headquarter of the AU should not only be seen as an enormous building but also as a symbol of hope, for Africa. But what does the AU really mean to the future of its continent?

Security has been the primary agenda of the African continent which has been plagued by many political, economic and societal disadvantages. Considered as a joint platform to discuss the chronical problems of Africa and the ways out, the
African Union is of crucial importance in terms of the continent’s future. This
paper scrutinizes how the union evolved in the last 50 years, in responding to the
security cases in the region, where the union revises its organizational structure accordingly. To this end, the paper firstly brings up the security approach of the organization as of its institutional norms and structure. Then, based on the factual
examples it analyses if the principles and the organizational structure is consistent
with the union’s security approach. The study shows that there is a transformation from idealism to rationalism in the union’s security approach. Since its deterrence capacity has not been unsatisfying, the Union prefers more circumspect and impact-oriented policies. It is evaluated that circumstantial responses and passive positioning are the most important handicaps of the Union.

Russian and Turkish Approaches
Abstract
Rapid developments in the global context have entailed new ways of interacting in international relations for a few decades. No doubt that some economic, political and security related concerns take a crucial position at the heart of this type of regional formations. The Black Sea Basin, which consists of such diversities as language, religion, and ethnicity, historical and cultural heritage, is a unique cooperative area that not only the traditional actors such as Turkey and Russia but also the European Union (EU) are quite interested in. Engaged gradually into the basin, The EU is one of the strongest actors and strains to have a voice in the region as a contiguous part. While the EU, thus, becomes a participant in the Black Sea via the neighbourhood and cooperation policies on the one hand; it is faced with Russia that preserves a historical existence and deep impact in the region, on the other hand. Aside from this remarkable meeting, the active Turkish diplomacy coming into prominence as of the 1990s via its historical ties is also stated as the crucial component of the regional balance of power. This study scrutinizes the interactive affairs among the EU, Russia and Turkey in the basin particularly within “European Neighbourhood Policy” framework.

With the deterioration in bilateral relations recently, Israel has lost most of Turkey’s traditional support in security. Analyzing the historical, societal, religious and political aspects of Israel’s security mentality will serve as a helpful background in understanding the policies developed by this country in response to this new situation. The present policy of Israel’s pragmatic and leader centered security tradition is taking serious efficiency and sustainability risks by excluding Turkey. This study, in this respect, scrutinizes Israel’s new security approach which ignores Turkey.
ÖZET
İsrail son dönemde ikili ilişkilerdeki bozulmayla birlikte Türkiye’nin güvenlik alanındaki geleneksel desteğini büyük ölçüde yitirmiştir. Bu yeni duruma karşı İsrail’in geliştirdiği politikaların anlaşılmasında bu ülkenin güvenlik zihniyetinin tarihi, toplumsal, dini ve politik yönlerden analizi faydalı bir arka plan sunacaktır. İsrail’in pragmatik ve lider merkezli güvenlik geleneğinin mevcut güvenlik politikası Türkiye’yi dışlayarak ciddi verimlilik ve sürdürülebilirlik riskleri almaktadır. Bu itibarla çalışma, İsrail’in Türkiye’yi göz ardı eden yeni güvenlik yaklaşımını irdelemektedir.

yarısından itibaren Almanya’nın yakın ilgi gösterdiği Filistin bulunmaktadır. Almanya-Filistin ilişkisi bu itibarla dış yardımlar
bağlamında irdelenmektedir. Söz konusu ilişkilerin temellendirilmesinde tarihsel arka plana vurgu yapıldığı gibi dini jeopolitik
yaklaşım da vurgulanmıştır. Elbette ki Orta Doğu bölgesindeki en etkili siyasal yapı olan İsrail’e de bu ilişkiler bağlamında dikkat
çekilmektedir. Bu doğrultuda Filistin’e yönelik Alman dış yardım politikası, hem Alman dış yardım kuruluşları hem de siyasi
gelişmeler dikkate alınarak değerlendirilmektedir. Bu kapsamda Alman dış yardım faaliyetlerinin Filistin özelinde de önemli bir
dış politika enstrümanı olarak yürütüldüğü ortaya konmaktadır.

This section will start by introducing the scholarly context of the research project. It will then proceed by outlining aim, scope and methodology of the research. Recent efforts to bring together scholars and diplomats are also underlined which permits us to explain in which way “Ambassadorial Insight” fits within the larger scholarly literature. The last section will particularly focus on the role of culture in enabling the new coming ambassadors to establish cordial and strong relationships with the country. This last factor is indeed important in building strong and peaceful international community.
