    The establishment of thresholds is integral to environmental management. This paper introduces the use of thresholds in the context of deep-seabed mining, a nascent industry for which an exploitation regime of regulations, standards and guidelines is still in the process of being developed, and for which the roles and values of thresholds have yet to be finalised. There are several options for integrating thresholds into the International Seabed Authority's regulatory regime, from being stipulated in regulations to being part of a mining contract, each option having its own advantages and disadvantages. Here we explore the range of ways that thresholds can be derived, set out the challenges in translating ecological and management data into thresholds, highlight factors for acceptance and operationalisation of thresholds in deep-seabed mining, and explain the necessity of refining thresholds as knowledge on impacts to features improves. Some comparable marine industries already use thresholds and these could potentially be used as starting points for the development of thresholds for deepseabed mining. In order to be acceptable to the wide range of deep-seabed mining stakeholders, thresholds need to strike a balance among levels of harm acceptable by society, levels of environmental precaution justifiable by governments, scientific robustness, and operational practicality.

    in less than 150 words) The “Scattered islands” (literal translation of “les Iles Éparses”) stretch down the length of the Mozambique Channel, between the east coast of Africa and Madagascar. These islands are fairly remote and largely still intact, offering sites of high conservation value. Introduction The Iles Éparses are an administrative unit rather than a single geological unit, with the northern banks (Glorieuses and Geyser) likely being extensions of the Comoros archipelago, while the middle and southern islands are distinct geological features. Oceanographically, the islands are bathed by the variable eddies of the Mozambique channel with resulting enhanced productivity driven by the eddies and their interactions with the continental slopes and island slopes, but there is strong differentiation from north to south. In the north, the “Glorioso Front” was christened for its proximity to Glorieuses island, and may mark the transition from the SEC to the waters of the channel. ...

    Transparency in governance has been upheld as a principle tenet of democracy and a primary objective of governing actors for centuries. Discussions and analyses of the concept of transparency have been pervasive in the literature on international and multinational institutions. However, to what degree is transparency being discussed by those international institutions charged with the management of marine resources? To gauge the discussion, this study tracked the use of transparency terminology in annual meeting reports of 14 global and regional marine treaty bodies over 24 years, from 1990 to 2013. The context of the discussions was considered, and whether transparency was associated with mandatory, obligatory, or voluntary language. The results suggest that transparency has been discussed in highly varying ways and degrees amongst international marine bodies for at least 20 years, covering a wide breadth of topics, with some recurrent themes. Following an initial rise, transparency-related discussions levelled off and have remained relatively consistent for the last 15 years. Obligatory wording such as “should” was most often used in these discussions. While it is likely that the international political stage has influenced the way that international maritime organizations discuss transparency, within marine institutions these discussions have remained relatively static. Furthermore, institutional documents reveal little evidence of a link between discussions of transparency and global commitments.

    In the absence of reliable survey data, habitat modelling can direct conservation and fishery management efforts. We have constructed a model designed to predict high-value inshore rockfish habitat, based on the variables of topographical complexity and kelp density. When applied in our pilot study area, this model showed remarkable accuracy at predicting areas previously identified by commercial fishers. Ninety-four percent of high-value fishing areas were captured by our habitat model, and 79% contained our upper three scores, which we believe to be indicative of “core” habitat areas. These upper three classes account for 28% of the study area. When used to assess some recently designated rockfish conservation areas, our model and fishers’ knowledge both indicate that three out of the seven conservation areas in our study area may actually represent poor choices for rockfish conservation and restoration.
