Many countries have encompassed the notion of marketization of higher education. A commodity economy driven by market ideology has motivated the students to perceive higher education as a medium to gain meaningful employment, attain professional growth and social status. The higher education policy recommendations of various national and international bodies, commissions and committees have reiterated time and again that education loan programmes should be strengthened on large scale to promote access and equity in higher education. Student loan schemes are presently in operation across various countries for student support in financing their higher education. This research aims to study the accessibility of educational loans in India for financing higher education by percentage analysis of responses gathered through questionnaires from a purposively drawn sample of students of higher education and parents of students pursuing higher education. Furthermore, in-depth interviews were conducted with educationists and academicians to seek their views and suggestions on strengthening the existing educational loan system in India for financing education and making it more encouraging and promising for the needy and deserving aspirants of higher education. The major finding of the present study is that education loans in India are not a popular cost-sharing device to finance higher education. Thus, greater awareness about as well as accessibility to a user-friendly loan scheme system to finance higher education needs to be strengthened by the Government of India.

Has higher education in India become a commodity, and if at all it has, then how far are the stakeholders willing to accept it as something that can be bought or sold at a price which may not necessarily be affordable to many? Students are central to the teaching-learning process. The present descriptive study draws conclusions on affordability, financing and privatization of higher education in India based on the perceptions of a purposively drawn sample of students pursuing both general and professional courses from various types of higher education institutions, by administering a self-designed questionnaire. The major findings of the study revealed that higher education has become a gateway to earn more money. The preference for studying in public universities precedes the preference for private counterparts. The annual fee range for professional courses is higher than the general courses at both the graduate and postgraduate level. Across the types of higher education institutions, the range for annual fees is higher in private universities and self-financing institutions for similar courses being offered in government universities and colleges. Students perceived that the government is not adequately financing higher education in India and this has led to proliferation of private institutions of higher education. A rational fee regulation mechanism should put in place by the government to be followed by all the higher education institutions. Furthermore, higher education system in India must 2 | P a g e remain predominantly within the government domain. There has been an increasing trend, both in the number of private higher education institutions and enrolments in recent years. The share of enrolment in private unaided higher education institutions has also gone up. Despite the growth in number of higher education institutions, higher education in India is seriously challenged in terms of access. The higher education sector in India currently faces challenges of expansion, excellence and inclusion. There exist rural and urban disparities, gender disparities, inter-religious group disparities, interstate variations, disparities among social groups within religion, inter-caste disparities and disparities among income groups as well as occupation groups. The pattern of public spending on education has been a major reason for limiting the scope of educational participation for the weaker sections. Since the 1990's there has been a steady decline in the budgetary allocations made by the government to fund higher education in India. The various models of Public-Private Partnership (PPP) are been explored in the Twelfth Five Year Plan Period (2012-17). This paper explores the recent trends in the Indian higher education system.
