The advent of " knowledge and innovation economy " feeds into a peculiar war between countries an... more The advent of " knowledge and innovation economy " feeds into a peculiar war between countries and enterprises concerning the attraction and retaining of " talents ". Despite the financial crisis, enterprises are looking for qualified and specialized personnel and don't hesitate to invest for this purpose. Meanwhile, developed countries implement a variety of policies in order to attract talents from developing countries and regions. The cynic phrase " give us your best and brightest " is linked to the " brain drain " phenomenon observed in developing countries and regions affected by the economic crisis, austerity measures or war. Nevertheless, the global talent pool is shifting from the west to the east and new players enter into this unusual war. The aim of this paper is to launch a discussion on the impact of this phenomenon in Europe and Greece and to highlight the need for taking measures in order to eliminate the consequences of the global and intra-European competition. Περίληψη Η έλευση της «οικονομίας της γνώσης και της καινοτομίας» τροφοδοτεί έναν ιδιότυπο πόλεμο μεταξύ κρατών και επιχειρήσεων, που αφορά την προσέλκυση και την διατήρηση των «ταλέντων». Παρά την οικονομική κρίση, οι επιχειρήσεις αναζητούν άτομα καταρτισμένα, με εξειδίκευση και δεν διστάζουν να επενδύσουν σε αυτά. Παράλληλα, αναπτύσσονται μια σειρά πολιτικών προσέλκυσης ταλέντων από αναπτυγμένα κράτη, που, μεταξύ άλλων, περιλαμβάνουν «άγρα» ταλέντων από τις αναπτυσσόμενες χώρες και περιφέρειες. Η κυνική φράση «δώστε μας τους καλύτερους κι εξυπνότερους» συνδέεται με τη «διαρροή εγκεφάλων» και την αποψίλωση από το υψηλά καταρτισμένο ανθρώπινο δυναμικό των αναπτυσσόμενων χωρών αλλά και των χωρών που βρίσκονται σε συνθήκες οικονομικής κρίσης, λιτότητας ή πολέμου. Ωστόσο, η παγκόσμια δεξαμενή ταλέντων μετατοπίζεται ανατολικά και σε αυτόν τον ιδιότυπο πόλεμο εισέρχονται νέοι παίκτες. Based on the EU actorness literature, the chapter explores the main EU foreign policy outcomes, namely diplomatic, economic, security and military responses developed within multilateral and bilateral arrangements, across policy sectors. Regional dynamics following the Arab uprisings, conflicts and the security and migration crises are also examined as crucial factors shifting EU priorities and policies. In this spectrum, these parameters are also significant changing factors not only for the EU foreign policy agenda but also for the EU’s own transformation from a regulatory power to a (geo)political Union, posing EU sovereignty and strategic autonomy at the centre of its agenda.

In this paper, we argue that, not until the recent refugee crisis, the European institutions have ultimately securitized the subject of irregular migration. Indeed, the refugee crisis provoked the fulfillment of all two specifications of the securitization theory, namely the securitization of the discourse and the legitimation of the discourse by people, and finally, the implementation of extraordinary measures. It aims to contribute to the literature on coalition governments’ policy choices. It also intends to enrich the research on the new party cleavages triggered by the economic crisis which hit both Europe and Greece in 2008/9, across pro- vs anti-Europeans/Eurosceptic and pro- vs anti-austerity parties, and on how these cleavages are reflected in higher education policy. It argues that these divides and the politicisation of higher education at the national and European level mobilized partisan entrepreneurs to pursue their strategies and ideological preferences in framing the agenda, to offer solutions based both on an anti-EU and an anti-austerity platform to reverse and reform the previous governments’ laws and forward their own reforms.

Η παρούσα έρευνα έλαβε χώρα στο πλαίσιο του Ευρωπαϊκού προγράμματος Jean Monnet YouthActiv (2013-14), που υλοποιήθηκε από το Τμήμα Διεθνών κι Ευρωπαϊκών Σπουδών, του Πανεπιστημίου Πειραιώς. Κύριος στόχος της αποτελεί η διερεύνηση των στάσεων και αντιλήψεων των μαθητών ελληνικών λυκείων για την ΕΕ, καθώς και των παραγόντων, που επηρεάζουν τη διαμόρφωση της εικόνας της, στο ιστορικό συγκείμενο της οικονομικής κρίσης. Αρχικά, ορίζεται η έννοια κι αναλύονται οι ιδιαιτερότητες, οι οποίες αφορούν τη διαμόρφωση της εικόνας της ΕΕ, τόσο πριν, όσο και κατά τη διάρκεια της οικονομικής κρίσης, καθώς και οι ιδιαίτερες συνθήκες, που αφορούν τη νεολαία και τις καταστάσεις που βιώνει. Κατόπιν, παρουσιάζονται τα ευρήματα της εμπειρικής ανάλυσης, σχετικά με το αξιολογικό στοιχείο της εικόνας, τι σημαίνει η ΕΕ για τους μαθητές, πώς αντιλαμβάνονται τη θέση τους σε αυτήν, τις ευκαιρίες ή τις «απειλές» που ενέχει γι αυτούς. Η έρευνα κινητοποιείται από την ανάγκη ανάπτυξης διαδικασιών διδακτικής παρέμβασης για να αναδειχθεί το πραγματικό περιεχόμενο της ΕΕ καθώς και των διακυβευμάτων που συνδέονται με αυτήν.
The European Higher Education Area (EHEA) constitutes an international regime which attempts to s... more The European Higher Education Area (EHEA) constitutes an international regime which attempts to solve intra-European problems, as well as to respond to global challenges. Using the regime complexity approach, this article investigates the external effectiveness of the EHEA, which refers to its ability to play a key-role in the Higher Education (HE) regime complex consisting of overlapping and non-hierarchical institutions governing this area. It is also related to the EHEA capacity to become a co-shaper of an emerging global HE agenda and governance architecture as well as to influence policy outcomes and tools embedded in the world order settings. Taking into consideration the leading role of EU within the EHEA our analysis demonstrates that EHEA/EU employs an interplay management strategy aiming to promote and co-shape the HE global order.

This study examines the mobility and networking prospects for studies and placements for young Greek students. Several studies indicate that there is a strong connection between a studying or a working period abroad and the development of transversal skills social and intercultural competences included. Moreover apprenticeships and placements are key elements for bridging the gap between education and the labor market. In Greece there is a need for better coordination and implementation of various programmes’ since they are assigned to several Ministries or various decentralized bodies. The core question is how Greece could exploit their potential in order to improve youth capabilities and competences, reverse unemployment and drain brain.

Ο πρωθυπουργός Κάμερον μίλησε για ένα νέο διακανονισμό (“a new settlement”) για το Ηνωμένο Βασίλειο σε μια «ευέλικτη» Ευρώπη ενώ ταυτόχρονα εισηγήθηκε τη διεξαγωγή ενός δημοψηφίσματος παραμονής ή όχι της Βρετανίας στην Ευρωπαϊκή Ένωση. Η μελέτη εστιάζει στα ζητήματα που προκύπτουν από τη σημερινή στάση του Ηνωμένου Βασιλείου ειδικά μετά την εκλογή Cameron και την έναρξη της ισχύος της Συνθήκης της Λισσαβόνας, που εισήγαγε τη δυνατότητα αποχώρησης κράτους μέλους (΄Αρθρο 50 ΣΕΕ). Θα εξετάσει επομένως την πρόταση του πρωθυπουργού για τη διεξαγωγή δημοψηφίσματος και το ενδεχόμενο για μια ενδεχόμενη αποχώρηση (“Brexit”) από την ΕΕ και κατά πόσο αυτή η επιλογή συνάδει με τις Βρετανικές μεταπολεμικές επιλογές για την Ευρώπη. Η μελέτη εστιάζει στα ζητήματα που προκύπτουν από τη σημερινή στάση του Ηνωμένου Βασιλείου ειδικά μετά την εκλογή Cameron και την έναρξη της ισχύος της Συνθήκης της Λισσαβόνας, που εισήγαγε τη δυνατότητα αποχώρησης κράτους μέλους (΄Αρθρο 50 ΣΕΕ). Θα εξετάσει επομένως την πρόταση του πρωθυπουργού για τη διεξαγωγή δημοψηφίσματος και το ενδεχόμενο για μια ενδεχόμενη αποχώρηση (“Brexit”) από την ΕΕ και κατά πόσο αυτή η επιλογή συνάδει με τις Βρετανικές μεταπολεμικές επιλογές για την Ευρώπη. Στο πλαίσιο αυτό θα αναπτυχθεί η βρετανική πρόταση για το μέλλον της Ευρώπης, τη διατλαντική Ένωση μεταξύ ΗΠΑ και ΕΕ (transantlantic union) καθώς και την αναδυόμενη αλλά όχι νέα συζήτηση στη Βρετανία για την ανασυγκρότηση της Αγγλόσφαιρας (the Anglosphere).

It implies that players are at a turning point and should take crucial decisions under a condition of deep uncertainty. Crisis, like Janus has two faces, the first linked with “threat” and the second with “opportunity”. As Greece faces the deepest economic crisis after the Word War II the cut of public spending for higher education could be perceived as a “threat”. However, this negative aspect could also motivate higher education institutions to seek for a way out through the elaboration of an Internationalization policy. Internationalization is a considerable part of the modern higher education policy agenda at global, regional, national and institutional level. In Greece, although some measures have been taken, there is neither a national nor an institutional strategy towards internationalization although some institutions face the risk of closure. The main purpose of this study is to explore challenges and opportunities for the development of a dynamic and coherent internationalization policy in Greek higher education in a time of crisis.
Στο κείμενο εργασίας καταγράφονται και συζητώνται οι κυριότερες θεσμικές αλλαγές που προβλέπονται... more Στο κείμενο εργασίας καταγράφονται και συζητώνται οι κυριότερες θεσμικές αλλαγές που προβλέπονται στη Συνθήκη της Λισσαβόνας, η οποία τέθηκε σε ισχύ στα τέλη του 2009. Οι αλλαγές αυτές κρίθηκαν αναγκαίες για την ενίσχυση της αποτελεσματικής λειτουργίας και της δημοκρατικής νομιμοποίησής της διευρυμένης Ευρωπαϊκής Ένωσης, με αμφίβολο ωστόσο αποτέλεσμα. Ιδιαίτερη έμφαση δίνεται στις αλλαγές όσον αφορά στις εσωτερικές υποθέσεις, θεωρήσεις και μετανάστευση, που μετά την κατάργηση των τριών πυλώνων εντάσσονται στο Χώρο Ελευθερίας Ασφάλειας και Δικαιοσύνης και υπάγονται, οι περισσότερες εξ αυτών, στη συνήθη νομοθετική διαδικασία. Όσον αφορά στις θεσμικές μεταρρυθμίσεις, η Συνθήκη της Λισσαβόνας διατηρεί μια σειρά αλλαγών που είχαν προβλεφτεί στο καταψηφισθέν Ευρω-Σύνταγμα και αφορούν την ενίσχυση του Ευρωπαϊκού Κοινοβουλίου, την ενσωμάτωση του Ευρωπαϊκού Συμβουλίου και της Ευρωπαϊκής Κεντρικής Τράπεζας στα επίσημα θεσμικά όργανα, τη θέσπιση μόνιμου Προέδρου του Ευρωπαϊκού Συμβουλίου και την πρόβλεψη διπλού ρόλου τόσο στο Συμβούλιο όσο και στην Επιτροπή για τον Ύπατο Εκπρόσωπο για τα θέματα εξωτερικής πολιτικής και πολιτικής ασφαλείας, την αλλαγή στη στάθμιση των ψήφων στο Συμβούλιο και την εισαγωγή της πρωτοβουλίας των πολιτών. Με τη Συνθήκη της Λισσαβόνας εισάγεται, για πρώτη φορά το Άρθρο 12 ΣΕΕ που σε συνδυασμό με δύο Πρωτόκολλα αναβαθμίζουν το ρόλο των εθνικών κοινοβουλίων στο ευρωπαϊκό γίγνεσθαι έτσι ώστε να «συμβάλουν ενεργά στην καλή λειτουργία της Ένωσης». Το άρθρο αυτό ουσιαστικά καθιερώνει ένα σύστημα έγκαιρης προειδοποίησης κι ενημέρωσης έτσι ώστε τα εθνικά κοινοβούλια να έχουν άμεση πρόσβαση στα σχέδια νομοθετικών πράξεων της Ένωσης απευθείας από τα ευρωπαϊκά όργανα και να ελέγχουν την τήρηση της αρχής της επικουρικότητας.

This paper examines the major reforms brought about by the Lisbon Treaty affecting in one way or another the CFSP and the EU’s role as a strategic international actor. Those reforms include: the attribution of explicit legal personality to EU; the emergence of the European Council as an official institution of the EU; the new post of the European Council’s President and his/her competences concerning the external EU affairs and representation; the new ‘trio’ system of EU Presidencies and the role of the EU Presidency vis-à-vis the President of the European Council in the realm of foreign policy; the ‘triple hatted’ High Representative for Foreign Affairs (‘EU Foreign Minister’) and his/her mission as HR, the Chair of Foreign Affairs Council and Vice-President of the Commission; the establishment of the new European External Action Service.
The new institutional CFSP architecture will challenge previous institutional arrangements and processes. However, critical views have already been raised claiming that the Lisbon treaty while establishes ‘a centralised Brussels-based’ model of governance on foreign affairs, it creates confrontation and confusion as to EU external representation and the coordination of foreign policy on several issues (i.e. external relations, enlargement, external trade relations). Thus, instead of curving inadequacies and ineffectiveness of the EU ‘to speak with one voice’ and ‘answer’ the transatlantic phone calls, it enhances polyarchy and overrepresentation in international institutions and fora. Moreover, the Lisbon institutional arrangements may create duplication and controversy within the European External Action Service and the different committees supporting foreign affairs such as the Political and Security Committee or the Trade Policy Committee as well as the diplomatic services of the member states. All the above vague architecture will be thoroughly analysed aiming at highlighting the implications for Greek foreign policy.

Despite the growing interest for the social uses of SNS, there is a lack of empirical researches focused on their educational uses. In order to investigate Facebook’s academic utility as perceived by university students we conducted an empirical study at the Department of International and European Studies of the University of Piraeus. Grounded in the “uses and gratifications’ approach” we investigated: (a) Students’ perceptions about Facebook’s usefulness for the gratification of their academic needs (b) The extent up to which these perceptions are correlated with students’ sense of community with their University Department and (c) Differences/similarities in students’ perceptions according to their prior experience in using computers and frequency of Facebook’s use.

On 12 March 2010, the Ministers of forty seven countries participating in the Bologna Process ad... more On 12 March 2010, the Ministers of forty seven countries participating in the Bologna Process adopted the Budapest-Vienna Declaration and officially launched the European Higher Education Area. A vital point of the “acquis bolognaise” is the European dimension of Quality Assurance. The paper focus on Quality Assurance (QA) and tries to explore ways for mutually beneficial dialogue and activities between European, Mediterranean, Middle East governments and higher education institutions. The article begins with an attempt to clarify what Bologna Process is, why it is so important at both European and national level and how it smoothes over the difficulties for national government when they proceed to reforms. Then, the Qualitative dimension of the Bologna Process is explored; it gave a new impetus to the development of national quality assurance systems as well as to the elaboration of common principles and guidelines leading to mutual trust within the European Higher Education Area (EHEA); it also played a vital role for the establishment of European and regional QA networks, capacity building, dissemination of expertise and good practices. Bologna served as a Model for higher education reforms not only to the Europe area but also beyond Europe. The establishment of closer cooperation in the field of QA between European countries and institutions and their counterparts in the Mediterranean and Middle-East Area may function as “a window” of opportunity for further collaboration between QA agencies and higher education institutions with mutual benefit.

Περίληψη Η έλευση της «οικονομίας της γνώσης και της καινοτομίας» τροφοδοτεί έναν ιδιότυπο πόλεμο μεταξύ κρατών και επιχειρήσεων, που αφορά την προσέλκυση και την διατήρηση των «ταλέντων». Παρά την οικονομική κρίση, οι επιχειρήσεις αναζητούν άτομα καταρτισμένα, με εξειδίκευση και δεν διστάζουν να επενδύσουν σε αυτά. Παράλληλα, αναπτύσσονται μια σειρά πολιτικών προσέλκυσης ταλέντων από αναπτυγμένα κράτη, που, μεταξύ άλλων, περιλαμβάνουν «άγρα» ταλέντων από τις αναπτυσσόμενες χώρες και περιφέρειες. Η κυνική φράση «δώστε μας τους καλύτερους κι εξυπνότερους» συνδέεται με τη «διαρροή εγκεφάλων» και την αποψίλωση από το υψηλά καταρτισμένο ανθρώπινο δυναμικό των αναπτυσσόμενων χωρών αλλά και των χωρών που βρίσκονται σε συνθήκες οικονομικής κρίσης, λιτότητας ή πολέμου. Ωστόσο, η παγκόσμια δεξαμενή ταλέντων μετατοπίζεται ανατολικά και σε αυτόν τον ιδιότυπο πόλεμο εισέρχονται νέοι παίκτες. Η παρούσα έρευνα έλαβε χώρα στο πλαίσιο του Ευρωπαϊκού προγράμματος Jean Monnet YouthActiv (2013-14), που υλοποιήθηκε από το Τμήμα Διεθνών κι Ευρωπαϊκών Σπουδών, του Πανεπιστημίου Πειραιώς. Κύριος στόχος της αποτελεί η διερεύνηση των στάσεων και αντιλήψεων των μαθητών ελληνικών λυκείων για την ΕΕ, καθώς και των παραγόντων, που επηρεάζουν τη διαμόρφωση της εικόνας της, στο ιστορικό συγκείμενο της οικονομικής κρίσης. Αρχικά, ορίζεται η έννοια κι αναλύονται οι ιδιαιτερότητες, οι οποίες αφορούν τη διαμόρφωση της εικόνας της ΕΕ, τόσο πριν, όσο και κατά τη διάρκεια της οικονομικής κρίσης, καθώς και οι ιδιαίτερες συνθήκες, που αφορούν τη νεολαία και τις καταστάσεις που βιώνει. Κατόπιν, παρουσιάζονται τα ευρήματα της εμπειρικής ανάλυσης, σχετικά με το αξιολογικό στοιχείο της εικόνας, τι σημαίνει η ΕΕ για τους μαθητές, πώς αντιλαμβάνονται τη θέση τους σε αυτήν, τις ευκαιρίες ή τις «απειλές» που ενέχει γι αυτούς. Η έρευνα κινητοποιείται από την ανάγκη ανάπτυξης διαδικασιών διδακτικής παρέμβασης για να αναδειχθεί το πραγματικό περιεχόμενο της ΕΕ καθώς και των διακυβευμάτων που συνδέονται με αυτήν.
