Description

Background
Sharing a reading list is currently only available to people outside of Europe and North America. We have derisked the feature enough to roll it out everywhere.

Task

Ensure both the export/import function and share and receive flows for reading lists are available to all users.

Testing Notes

Ensure you can send and receive a reading list in the US and Germany
