Enable the new Special:Contribute page entry point for all Wikipedias on desktop and mobile

Description

The persistent entry point to contribute (T322740) will be enabled on a small set of wikis for mobile (T319362) and desktop (T327868) in order to test it, learn more about how it works, and polish as necessary.

After that process, this ticket proposes to enable the entry point for all Wikipedias on desktop and mobile. This will provide consistency across languages, helping to establish a place to start a contribution regardless of the language the user currently is in. Wt this step it is important to consider the availability of the supported activities in the menu on the different wikis.
