The current campaign mechanism where a list of manually created does not seem the best approach for this kind of dynamic data. Instead, the automatic filter to select "popular topics" proposed in T113257 should provide a way to access this kind of content without human intervention to curate such list (a separate ticket, T284626, is proposing more control for communities to customize suggestions)
