Abstract
Multi-fabric urban management during the last century and especially with the growth of the urban population in the last few decades has caused irreparable damage to various urban areas, and most of these problems are due to the lack of information at all organizational and departmental levels. In addition to the mentioned problems, it has caused parallel work of urban management organizations in various matters, citizens' dissatisfaction with the way of providing the services, lack of coordination, along with imposing heavy costs in different sectors. Therefore, this invention seeks to implement a system for information classification using Web GIS and Arc SDE, to manage all the information of the departments of each organization in the form of an interconnected network in a comprehensive database with various definable access levels.
Description
There have been many inventive attempts when It comes to web-based information systems in urban management. Each of the current inventions is somehow related to the management of information and urban services in order to achieve the goals of integrated management, but their results are very partial to covering the problems and achieve the goals of integrated management, and at the same time.
The existing models are incomplete in terms of the following issues and have the following weaknesses: 1- Absence of defining levels of access to different information 2- Failure to consider the role of citizens in the use of information in different sectors 3- Weakness in covering various management information such as usage, density, protection, 4- Failure to pay attention to the economic dimension of implementing these technologies 5- Weakness of defined frameworks for collecting information in different departments. 6- Lack of ease of use of web-based geographic information systems for users with different levels of literacy in using computer systems.
Therefore, this invention is based on the practical use of geographic information systems based on the web and network (Web GIS, Arc SDE) using comprehensive databases to solve the mentioned weaknesses and innovation in their use in line with implementation. It is a specific format for realizing the integrated management of information and services of urban administration devices in a practical way in all cities

Due to the lack of up-to-date and classified information for managers and urban planners to make decisions and plan at any time and place with high accuracy and quality, there are usually many examples of poor management. Considering the strategic position and specific regional needs of many cities, lack of information transparency and participation of citizens in planning and decision-making can cause complications. Among the issues resulting from these complications, the need to pay attention to sustainable development of the cities can be mentioned.

The structure of the information-service network of geographic information systems (GIS) based on the web and network can be defined as presented in for the urban management complex. Based on this structure, the users and personnel of different specialist departments of each organization in the field of geographic information systems classify your data in a common database and share them with other organizations through the internet in a common database.

In this step, first the PostgreSQL 11 database is launched . After defining the database name and schema to design the tables of layers and users, the following three layers are tested using postGIS software. Then after determining the username, password and selecting the database name created in PostgreSQL 11, we enter the layers. Then we save the layers in the database.
Furthermore, while defining chief users of each organization in the Users section, by creating tables and their characteristics, we create the required fields in each table and select the desired users for each organization. The users can then use the Catalog option in the Arc GIS software and the database connections option to open the corresponding panel using the Add Database Connections option. In the following, the users of each organization can select the PostgreSQL database and its IP and select the type of authentication if the user name and password were defined, and enter them correctly. They can connect to the desired database and by selecting it, view all the layers loaded in the common database and add them to the Arc GIS software environment if needed. The result of this work is the sharing of all urban layers between the geographic information systems expert forces in each organization to present to the senior manager of the Web GIS system.
The Web GIS system is divided into two parts:

- the special system for the personnel and managers of urban management bodies has been designed as a trial for Sanandaj city.
General system information is uploaded by the senior manager of the Web GIS system and consists of three main panels.
Panel number 1 provides various facilities to citizens, including access to the main website of the municipality, access to the latest news of the municipality in various areas, and sending citizens' reports with different formats and with the option to register the desired location, a system usage guide, an About Us section and finally the login option for organizational users to enter their dedicated panel section.
In panel number 2, it is possible to receive various municipal services online.
In panel number 3, in addition to displaying the location information of different layers with the possibility of activating and deactivating by case and group, the guide for each of these layers is accessible with this option. It is possible to display the organizational chart of the system and its next update time for the use of different users. Also, public and private search tools on different information are provided, along with the ways of quick communication with city managers.
One of the most important features of this system is the practical realization of part of the goals of good urban governance. Using the following panel, all the projects in progress are informed to the citizens, who can express their opinions by clicking on each one. In addition to the possibility routing based on different available vehicles, the original location and the destination, the address will be displayed on the map.
Other general tools for working with the map in panel number 3 include zoom tool, display zoom size, zoom out, default zoom, length measurement, area, exiting measurement mode, identification of descriptive features, search based on arbitrary coordinates, selection of display scale, pointed out linearly.
Another tool of panel number 3 is how to display the coordinates of the mouse pointer on the map using EPSG4326 and EPSG3857 modes, which can be displayed and hidden with the same option. The box is used to display the coordinates of the pointer and to show the place of measurements. The last tool of this panel is related to the places at risk of natural disasters, which is defined by the senior manager. And by clicking on it, users can access the defined locations.
By selecting the relevant option, organizational users will enter the login page. After determining their organization, and using the username and unique password defined for them by the senior manager, they enter the system. There are 4 main panels in the organized system.
In panel number 1, the senior manager of each organization defines the username and password for all the personnel in question in the management and the users section. They can also use the access section to define how each user can access information and different facilities for each. On the other hand, they can upload the desired layers in the layers section and in different formats in the system. In addition, they can view the upcoming updates of the public system and adjust as needed. It is also possible for the managers to view all information related to users, accesses, information layers and different archives in one section.
In the security section, senior managers can see the latest information related to the performance of personnel and the changes they made on the layers. Also, in the settings section, they can provide different access levels for users to other facilities of the organizational system.
In the approvals section in panel number 1, personnel and managers can find the latest approvals of various commissions by specifying the desired region, title, format, subject, members,the date and place in this section if needed. It is then possible to see the summary of the input information in a table on the left side of this panel. Also, if any of the comissions require attachments, they can upload them in the provided section. And finally, in the information section, all the information related to different commissions, the changes applied to them in different time frames, members active commissions, archives and reports are accessible.
Reports section in panel number 1 includes reports of citizens in the public system. In the information section, the latest citizen reports, answered and unanswered reports, and priority reports (must be checked by the senior manager) can be seen next to the archived items. Also, in the report section, organizational users can search for the desired report code and confirm their title in audio, video, and text formats and enter the necessary answers and explanations if needed. These answers can be recorded as a group or individually for the users of the email system and the possibility of creating a location and action taken in this field, and finally a summary of the answers can be displayed in the table on the left side of this panel.
In the dashboard section and the personnel inquiry section, the senior manager can enter the name of the desired personnel, determine the type of user and confirm their user name, access a complete report of their latest activities in a certain period of time. Also, in the license plate inquiry section, personnel can receive inquiries about any license plate from other organizations in a systematic way.
In panel number 2 of the organizational system, the personnel working in the municipalities can respond to the various requests of the citizens specified in the public system.
In panel number 3 and in the sections tab, senior managers have the option of defining the units of their organization and determining the frameworks for categorizing other information.
In the section related to urban roads, by selecting the new registration option, the personnel who have been granted access to this section can specify the desired area, the name of the road, the type of road, and its description, the priority of repair, its length, its location, and the determination of one-way or two-way and add new information to the road network. Regarding the roads, all related information including the total length of the network, the length of breakdowns, repair cost estimates, priority repair areas and the possibility of displaying them on the map have been provided.
In the property use changing system and in the new registration section, personnel can select the name of the area, old use, new use, its description, discrepancy (whether or not it is with the detailed plan), cost, location and its status (approved, not approved) and finally save them. They can view the information related to user changes in the table on the left side of this panel. Also, in the report section, the latest information related to changes users, members of commissions for change of use, cost and income and general reports of this section can be received and viewed by users who have permission to access this section.
In the dilapidated urban fabric section, organizational users can enter the new registration section by specifying the type of dilapidation index, area, policy (renovation, improvement, reconstruction), relevant descriptions, operations (in progress, in progress, terminated), cost, location, registration status (approved, not approved) and save these items. While registering the information in the database, they can see a summary of the registered items in the table on the left side of this panel. Also, in the report section, all the information related to the registered worn out license plates, the review of the implementation process, the credits allocated to this section, the latest activities and its general reports are available for senior managers.
In panel number 3 and in the construction density section, personnel can use the new registration option and after entering the license plate number, previous density, new density, relevant details, the date, cost, exact location of the license plate, status (approved, not approved) and its storage, see a summary of the registered information in the table on the left side of this panel. Also in the information section of the managers, they can have the latest information related to the increased density (recent, total), the income from this increase in density, the state of density growth by region and the general reports of this department.
By using the passive defense option in panel number 3 and by using the new registration option, personnel can enter the title of the damage, the degree of importance (too much, too much, average, low, very low), priority of action (first, second, third), related details, date, cost, location (by area or point), status (approved, not approved) and finally save them. By the end they can see a summary of the recorded cases in the table on the left side of this panel. Also, the relevant managers can view all the information related to sensitive areas, vulnerable points against floods and earthquakes in the information section, and receive their general reports and have the results of the latest studies related to the field of non-operational defense.
Users of all organizations can get all the information of each license plate from other member organizations of this system by using the license plate query option in panel number 3. Moreover, members who have been granted access to information have the option to edit, save or cancel location any input information in panel number 3.
In panel number 4, users can activate and deactivate the layers in the database and Google online layers with this option. Managers and personnel can click on the relevant option to receive output photos in JPG, PDF, xls and kml formats. Users who have permission to access the editing section can draw points, lines and polygons. Also, using this option, they are able to search the layers in the database or perform a general search on all layers (Google layers, layers in the database).
There is a section provided for new users who wish to view or receive training on how to use the system in video format online. There are clickable options provided to help the users view summarized reports of the state of dilapidated fabric and building densities over a certain period of time (1 month, 3 months, 6 months, 1 year). The senior managers have the option to activate or deactivate the settings related to the general system and its facilities.
Among other tools of panel number 4, the option to move the view on the map in different directions, resizing zoom, pan tool for moving with the pointer, zoom using polygon drawing, return to previous or next view, length or area measurement, exit mode, return to default view, displaying location of geographical coordinates and the display of length and area measured location.
In panel number 4 and the locations section, the senior manager can define a new location by clicking on each of them, and then view the changes in the general system.

The search bar would which helps the users make their queries on any topic in the available online database.
Any options that are available to each user will appear on either side of the search bar. These opions may include seeing currently online users or remaining time to the next update, etc.
The map would appear in the background where the users can drag, click and use the navigation options such as zooming in or out to find what they need.
At the bottom the coordinates of any selected location as well as the relevant measurements are displayed.

Examples
All urban management organizations, including (municipality, road and urban development, etc.) can share their information in the proposed system by setting up an information network using Arc SDE between their different departments and between other urban management divisions. By using Web GIS, this public system has been designed to provide services to citizens and an organizational system in the simplest possible way for all personnel and managers to use. The data is fed from the Arc SDE structure, and managers and personnel can have access to various data at any time and place without the need for an operating system and specific knowledge of using geographic information systems.
The claimed system can be beneficial to all departments and organizations that deal with online information exchange, especially location information, defining access levels and interactive features. The methods of gathering and organizing implemented here make It possible to access this information at any time and place they need, which helps solve the major problems of this field. Therefore, municipalities, road and urban development divisions, governorates, service departments (water, electricity, gas, etc.) and other organizations can use this format to classify all information at different levels.

- An integrates urban management information system is designed for citizens and urban management organizations, using the capabilities of geographic information systems based on the web (Web GIS) and Arc SDE, which consists of three main parts:
- An integrated information network between all departments of urban management organizations
- A general system for citizens to provide online municipal services
- Dedicated system for disseminating information at different levels - According to claim 1, citizens can participate in various matters of urban management.
- According to claim 2, citizens can submit their comments regarding any ongoing project to the database.
- According to claim 2, citizens can send various city-level reports to administrators.
- According to claim 1, municipality users can respond to citizens' requests to receive online services.
- According to claim 1, senior managers of each organization can define the information framework related to their departments and divisions.
