Abstract

Disclosed is an insolubilizing agent for a toxic substance such as boron, fluorine, selenium, hexavalent chromium and arsenic, which can prevent the elution of the toxic substance from a soil, an ash or the like which contains the toxic substance at a high concentration with a high degree of efficiency and economically advantageously. The insolubilizing agent comprises light-burned magnesia and calcined or hydrated lime. The insolubilizing agent may further contain an acidic substance in such an amount that the ratio among light-burned magnesia, calcined or hydrated lime and the acidic substance becomes 1.0:(0.1-1.0):(0.0-2.0) by weight. In this case, when the insolubilizing agent is added to a material of interest and kneaded, the pH of the material becomes 10.5 to 12.5. The insolubilizing agent may further contain a reducing agent. The insolubilizing agent enables to prevent the elution of boron or fluorine contained in a soil, an ash or the like at a high concentration in a reliable and economically advantageous manner. The insolubilizing agent can also prevent the elution of two or more contaminants including selenium, arsenic, hexavalent chromium and the like simultaneously and with a high degree of efficiency. A soil or burned ash detoxified with the toxic substance-insolubilizing agent can be hardened firmly, and therefore can be recycled safely.
