The even length broken line showing of the device illustrates environment. The remainder of the even length broken lines illustrate portions of the animated graphical user interface. The uneven length dash-dot lines illustrate both the display screen and the boundary of the claimed design. The broken lines form no part of the claimed design.

The appearance of the transitional image sequentially transitions between the images shown in FIGS. 1-9. No ornamental aspects are associated with the process or period in which one image transitions to another image.

The stipple shading, and the solid lines adjacent to such stipple shading, are used to indicate a solid area of consistent color. The specific color of said area is not claimed.

1. The ornamental design for a display screen or portion thereof with animated graphical user interface, as shown and described.
