The broken lines in the drawings representing unclaimed parts of the portable electronic device displaying an animated graphical user interface form no part of the claimed design.

The appearance of the animated graphical user interface sequentially transitions between the images shown in FIGS. 1-10. The process or period in which one image transitions to another image forms no part of the claimed design.

1. I claim the ornamental design for a portable electronic device displaying an animated graphical user interface, as shown and described.
