9- Claims.
The present invention relates to a means for winding and cutting material which is packaged in roll form to obtain sheets of the material; the means being particularly applicable for use in connection with fCellophane webs.
Heretofore various devices have-been employed for cutting Cellophane but they have generally been of a complicated mechanism and therefore prohibitive to the consumer of small quantities 10 of the material.
An object of the invention therefore is to provide a simplified device for cutting sheets of Cellophane from rolls of the material which is within the means of the small consumer 15 thereof. I
Another object of the invention is to provide a novel means of cutting the Cellophane which is positioned upon the winding reel proper.
A further object of the invention is to provide no a device which is quickly assembled for operation and which occupies a small space when not in use.
Other objects will become apparent from the following specification and drawing, in which: 25 Fig. 1 is a front elevational view of the device of my invention.

The preferred embodiment of my invention 40 consists of a roll of Cellophane 8 or similar material, wound on a core 9 which is rotatably mounted on a horizontally extended axis ID. The axis is positioned on any convenient supporting base I I, such as a vertical wall by means 45 of a plate l2 integral with the axis and fastened to the wall by bolts [3.
A web IQ of Cellophane which is to be cut into sheets is taken from the roll by a winding reel (generally indicated as l5) which comprises 59 a rotatable frame l6 having two adjustable arms l1 .and I8 intermediate the ends thereof. The frame is mounted on a centrally disposed axis l9 which is in the form of a threaded lug extending outwardly from a bracket 2|! and which is fastened to the wall It by means ofscrews 2|.
The frame is also provided with longitudinal slots 22 and 23 which extend radially from the axis thereof to position the arms in adjustable spaced relationship thereon. The arms l1 and I8 are mounted in the slots of the frame by means of 5 integral shoulders 24 and 24' and threaded portions 25 and 25' respectively, the latter being adapted to receive wing bolts 26. To preclude rotation of the arms whilst the reel is in operation or when the bolts are tightened to the frame the arms are furnished with square portions 21 and 21' respectively (Fig. 5) which extend from the abutting surface of the shoulders. and 24 and partially into the slots 22 and 23.
The Cellophane cutting means for the device l is incorporated in the arm I! which is preferably made of hollow tubing. A rod 28 is held in the arm (Fig. 3) and is of smaller dimensions than the hollow portion of the arm to allow horizontal movement of the rod therein. The rod is furgo nished with a vertical slot 29 at its inner end which encloses the lower end of a knife 30, a countersunk screw 3| being provided to fasten the knife to the rod. A longitudinal slot 32 formed. in the uppermost portion of the arm 11 provides an opening or way from which the knife projects and. also functions as a guide in which the knife may move to determine its limits of .motion. In order to obtain an efficient cutting action, the plane of the knife edge 33 is positioned at an obtuse angle relative to the plane of the work. To provide a simple means of assembling the rod and the knife in the arm I! a circular bore 34 is made in the tube which is adjacent the position of the parts and in line with the 35 counter-sunk screw 30.
An extension 35 of the rod beyond the free end of the arm I! furnishes a handle whereby the reel may be rotated to wind the Cellophane" thereon and also provides a means of pulling the knife outwardly, through the Cellophane to sever it into desired sheets. As indicated in Fig. 3 the shoulder portions 24 of the arms 11 and I8 are provided with a small indicator point 36 which in conjunction with the calibrations 31 made along the edge of the frame l6 determines the exact positions at which the arms are to be adjusted to'obtain any desired length of sheet from the Cellophane" web.
A modified form of cutting means is shown in Fig. 6. There the arm I! has a longitudinal slot 32 for guiding the knife 38. The rod 39 enclosed in the tubing has much smaller dimensions than the hollowed portion of the arm to allow vertical movement of the rod in the tube. The knife I to cut through the obstacle encountered. It is contemplated that this arrangement may be used in conjunction .with the form of knife illustrated in Figs. 2, 3, and 4..
In operation the material from the roll 3 is secured in any suitable manner to the arm H of It is to be understood that my device is not limited to its use for Cellophane and may be used with other forms of Web material from which sheets are to be cut.
What I claim is:
1. In a device for material, the combination of, a rotatable windcutting edge projecting beyond the surface of the arm.
2. In a device for material, the combination of, a rotatable winding the arms with its cutting edge projecting beyond the surface of the arm, and means for moving the knife in the direction of extension of the arm to sever the material wound on the reel.
3. In a device for winding and cutting web,
material, the combination of, a rotatable winding reel comprising a plurality of arms held in spaced relationship t ereon' and each arm having a surface for engaging material, the ing reel comprising a winding and cutting web the combination of, a rotatable winding of arms held in adjustable the reel.
9. In a device for winding and cutting web material, the combination of a rotatable winding to sever the material wound on the reel.
