Application filed October 22, 1917. Serial No. 197,901.
To all whom it may concern Be it known that I, STEPHEN D. COVERT, a citizen of the United States, residing at Denver, in the county of Denver, State of Colorado, have invented certain new and useful Improvements in Railway-Ties and Rail-Fasteners; and I do hereby declare the following to be a full, clear, and exact de scription of the invention, such as will enable others skilled in the art to which it appertains to make and use the same.
This invention relates to new and useful improvements in railway ties and rail fastoners.
One object of the present invention is to provide a novel and durable device of this character whereby the rails can be firmly secured to the tie and yet be quickly and easily removed therefrom when desired.
Another obj set is to provide a novel means for securing the rail clamping fish-plates in position, which are so arranged that when released they will not become entirely disengaged from the tie.
Other objects and advantages will be apparent from the following description when taken in connection with the accompanying drawing.

Figure 1 is a side elevation of a railway tie and rail fastener made in accordance with my invention.

Fig. 6 is a sectional View similar to Fig. 4 but showing the lock released to permit the removal of the fish-plate.
Referring particularly to the accompanying drawing, 10 represents a hollow metal tie member which is provided with the upper flat face 11 and the lower rounded bottom portion 11, the latter having the sharpened projections 12 to prevent the movement of the tie longitudinally or transversely on the railroad bed. Disposed transversely on each end of the tie member is a railway rail 14, and on each side of each rail, and resting on the tie member, is an angle bar 15. In the upper face of each end of the tie member, and at the outer ends of the angle bars, are the struck-up lugs 16 under which the said outer ends of the angle bars are arranged to be engaged, while the vertical portionsof said angle bars engage with the sides of the rails.
Formed vertically through each end of the upper face of the tie member, at opposite sides of the rail, is a longitudinally extending slot, that is longitudinally of the tie member, as shown at 17, said slot being adapted to register with a similar slot 18 formed in the horizontal portion of the angle bar. Secured by welding, riveting, or other suitable means to the lower face of the upper portion of the tie member, directly beneath the slot 17, is a plate 19, and formed vertically through this plate is a circular opening '20. Disposed vertically through this circular opening is a rotatable pin 21, the lower end of which is provided with an angular head 22, while the upper end is formed with a transversely disposed elongated head 23. This head 23 is slightly smallerthan the slots 17 and 18 and is arranged to be moved downwardly through the slot 18 of the angle bar and rest on the plate 19 within the slot 17 whereby the upper face of the head 23 will be disposed below the level of the horizontal portion of the angle bar and permit the said angle bar to be easily and quickly removed. This is readily accomplished by sliding the angle bar along the rail until the outer edge of the horizontal portion is released from beneath the struck-up lugs 16.
In the opposite ends of each of the plates 19 there are formed the downwardly. and
outwardly inclined grooves 24 the upper ends of which communicate with the slots 17 to permit the water to drain from said slot.
WVhat is claimed is:
The combination with a tie member having a rail disposed transversely thereon, said tie member having a vertical longitudinal slot formed therethrough, an angle bar disposed on the tie member and against the rail, the horizontal portion of the angle bar having a slot registering with the slot of the tie member, a plate secured to the lower side of the tie member beneath the slot thereof and having a central opening therethrough, a vertical pin disposed through the opening, a head on the lower end of the pin and an elongated head on the upper end of the pin, said upper head being arranged to lie in the slot of the tie member below the horizontal portion of the angle bar at times, and to engage transversely of the slot and on the said portion of the angle bar at times.
