To all whom t may concern.' I Be it known that we, ARON SArRo, a citizen of the United States, 4and a resident of Jersey City, in the county of Hudson and State of New Jersey, and LOUIS SAINBERG and ROBERT B. SAINBURG, both citizens of the United States, and residents of Brooklyn, in the county of Kings and State of New York, have invented certain new and useful Improvements in Bill-Files, of which the following is a specification.
The invention pertains more particularly to les of the class known as arch files comprising two vertical members on which the bills or other papers may be strung and employed in connection with swiveled rods whose upper portions are arched and adapted to engage said members and thereby effect the locking of the papers thereon. The swiveled rods are, at their lower ends, usually connected with spring mechanism whereby said rods may have simultaneous movement in opposite directions and have their upper arched portions releasably locked either in their closed or open positions.
One inconvenience connected with the use of the ordinary arch file is that care is required in punching the holes in papers to be strung thereon so that said holes may properly match the two vertical standards or members upon which the papers are to be strung.
Our invention comprises means embodied in and connected with the mechanismof the arch le for punching holes in sheets of paper to be strung on the vertical members of the file, said punching means being preferably so connected with the mechanism of the le that upon the actuation thereof to punch two holes in the end of a sheet of paper the arched parts of the file will be simultaneously opened to receive the paper thus punched, there beingcoperativefaction between the punching mechanism and the mechanism controlling the swiveled rods carrying the arch portions of the le.
The nature and details of our invention will be fully understood from the description hereinafterl presented, Vreference being had to the accompanying drawings, in which: f Y

In the drawings 10 denotes the customary baseboard, 11 the vertical members on which the bills and other papers are strung for filing, 12 the swiveled rods having upper arch portions 13 to engage the upper ends of said members and be turned laterally therefrom, when desired, and 14 a casting fastened to the baseboard 10 and carrying the operative parts of the mechanism. In the rear portion of the casting 14 is formed a chamber 15 into which the lower ends of the swiveled rods 12 project and which chamber at its lower end is customarily closed by a thin metal plate 16 shown by full lines in Fig. 3. Within the chamber 15 there are secured upon the lower ends of ther rods 12 corresponding bell-crank levers 17, 1S (Fig. 4) which are connected together by a rod 19 and a spring 20, as usual. The bell-crank levers 17, 1S, rod 19, and spring 2() are not claimed herein since they are customary features of bill files of the character to whicho-ur invention pertains. The arch portions 13 of the rods 12 are shown in their closed position in Figs. 1 and 2 by solid lines, and in their open position by dotted lines in Fig. 1. When it is desired to open the file or free the vertical members 11 to receive or permit the removal of a sheet of paper, the operatorlmay take hold of the arch port-ion of one of the rods 12 and turn vit outwardly from the adjacent vertical member 11, and this will result in the arch portion 13 of the other rod 12 having a corresponding movement, the movement of one rod 12 being communicated through one of the bell-crank levers,
say 17, and rod 19 to the other bell-crank lever which, on turning, will move the rod 12 to which it is connected. The spring 20 operates to releasably hold the rods .12 either in their closed position shown 1n Fig. 2 or in their open position indicated by dotted lines in Fig. l.
Our invention utilizes the vertical members 11, swiveled rods 12, bell crank levers 17, 18, rod 19 and spring 20, but comprises mechanism in addition thereto and coperating therewith for punching the holesm the sheets of paper correspondingly with the diameter of the members 11 and the distance said members are apart.
The features in which our invention more particularly reside comprise a horizontal shaft 21 mounted transversely over the rear portion of the casting 14 and behind the swiveled rods 12, an operating handle 22 carried by one end of said shaft, arms 23 carried by said shaft, a plate 24 preferably formed integrally with the casting 14 and extending vertically in rear of the rods 12, dies 25 secured to said plate 24 and preferably encompassed by rubber, as usual, and spring guide and cutter-plates 26 having openings 27 through which the dies or punches 25 may pass and which normally stand between the shaft 21 and the dies 25. The sheets of paper to be punched are inserted downwardly between the plates 26 and vertical plate 24, and the upper ends of the guides 26 are deliected rearwardly so as to aid in directing the edge of a sheet of paper along the front surface of the guides and between the latter and the plate 24. It will be obvious that when a sheet of paper is inserted downwardly between the plates 26 and plate 24 and the operating handle 22 is depressed, the shaft 21 will be rotated to force the arms 23 against the plates 26 and press said plates and the sheet of paper against the dies 25 with the result that the holes 27 in said plates 26 will be forced over the dies 25 and effect the cutting of two holes in the sheet correspondingly with the diameter of the vertical members 11 and having the same spacing apart as said members. The punched sheet or sheets of paper will be released from the punching mechanism on the elevation of the operating handle 22 and the rearward movement of the plates 26, whereupon the punched sheet or sheets may be withdrawn from between the plates 26 and plate 24 and placed on the vertical members 11 for filing purposes.
In accordance with the Preferred embodiment of our invention, the swiveled rods 12 may be turned to their open position, thus exposing the upper ends of the members 11, by the depression of the operating handle 22 to effect the punching of a sheet of paper to be placed on said members, and this result is accomplished by securing on the lower end of one of the rods 12 a cam 28 and providing the shaft 21 with a vertical rod 29 having its lower end in operative relation to the edge of said cam. When the operating arm 22 is depressed, as in the act of eecting the punching of a sheet of paper, it will rot-ate the shaft 21 and cause the arm 29 to move against the cam 28 and compel said cam, which is in the nature of a crank arm, to rotate the rod 12 to Vwhich it isconnected, said rod being caused to turn its upper arch portion 13 outwardly or to the position indicated by dotted lines in Fig. 1, and as hereinbefore explained, the movement of one rod 12 is communicated to the other rod 12 by means of the connecting rod 19. Thus when the operating handle 22 is depressed it will, through the shaft 21, rod 29 and cam 28, cause the turning of the swiveled rods 12 from their closed position engaging the vertical members 11 to their open position represented by dotted lines in Fig. 1. The act of punching a sheet of paper to be strung on the members 11 thus results in the opening of the rods 12 from said members 11 so that the latter may immediately receive said sheet. The rods 12,
after the members 11 receive the punchedV sheetof paper, may be closed in the same way that said rods have for many years been closed, to-wit, by turning one of said rods toward its closed position and thereby through the intermediate mechanism in the chamber 15 causing the other rod 12 to turn to its closed position.
Te provide beyond the chamber 15 in the casting 14 an extension 30 of said casting so as to afford a support for the guide plates 26 and bearings 81 for the shaft 21, and also to create a chamber 32 in which the rod 29 may project to reach the cam 28 which is concealed below the extension 30.
The construction and arrangement of the punching mechanism of the file will leave the baseboa-rd 10 entirely clear for sheets of paper strung on the vertical members 11 and result in the production of a compact and easily handled and operated file. The punches 25 are separated from each other the same distance thatthe vertical members 11 are separated from each other, and hence the holes formed by the said punches may be conveniently passed downwardly overV in one assembled `apparatus weV provide`V means for punching the holes in sheetsrof paper to meet the requirements ofthe file,
said sheets adapting them to be strung on said members, and means connected with said punching mechanism for actuating themechanism connected to said rods for operating them.

3. A file comprising vertical members on which sheets having holes punched therein are to be strung, a base, swiveled rods having upper laterally extended portions to engage said members, and mechanism connecting and for securing simultaneous opening and closing movement in said rods, combined with a horizontal shaft having means thereon for effecting the punching` of holes in said sheets adapting them to be strung on said members, an operating handle on said shaft, a plate in rear of said rods carrying punches, cutter plates adjacent to said plate for the sheets to be punched and having holes through which the punches mayv pass, and means connected with said shaft for actuating the mechanism connecting said rods.
4. A file comprising vertical members on which sheets having holes punched therein are to be strung, a base, swiveled rods having upper laterally extended portions to engage said members, punching mechanism for punching holes in said sheets adapting them to be strung on said members, and means connected with saidV punching mechanism and said rods for moving said rods to their open position on the actuation of said punching mechanism.
5. A file comprising vertical members on which sheets having holes punched therein are to be strung, a base, swiveled rods Ahaving upper laterally extended portions to engage said members, bell-cranks on the lower ends of said rods, a connecting rod connecting said bell-cranks for assuring simultaneous opening and closing movements in said swiveled rods, and a spring connecting said bell-cranks for yieldingly locking them in their two positions, combined with dies and cutters for forming holes in said sheets adapting them to be strung on said members, a horizontal shaft having means thereon for operating the cutters, an operating handle on said shaft, a cam on one of said swiveled rods, and an arm on said shaft to engage said cam and actuate said swiveled rods on the movement of said shaft.
6. A file comprising a base-board, vertical members at one end thereof on which sheets having holes punched therein are to be strung, and means in rear of said members for punching said holes comprising'dies or 85 punches and cutter plates, a horizontal shaft having thereon means to actuate said cutter plates, an operating handle on one end of said shaft, and a plate in rear o-f said vertical members carrying said punches, said cutter plates having above the cutter-holes therein upwardly and rearwardly deflected portions serving as guides for the sheets to be punched.
