This invention relates to the field of telephone communications, namely, the management of connections within the mobile telephone network with notification of the called subscriber of the communication network about the call in the absence of a positive balance in the account of the calling subscriber. However, in practice, the inability to establish a connection with the called subscriber is often due to the absence of a positive balance in the account of the calling subscriber, which can lead to the fact that an important connection will be missed.

Currently, there are various solutions that prevent the loss of such connections, including by redirecting connections from the called subscriber, who receives a call waiting notification to the calling subscriber. In such cases, the need to pay for the connection falls on the shoulders of the called party, who now acts as the calling party.

A known method of notification of a call and the necessity of forwarding a call from an insolvent subscriber, in which it is necessary to dial a specific predetermined sequence of numbers and symbols. According to the available information, the number is dialed as follows: * 111 * number of the called party #ok. In this case, the called subscriber receives an SMS message asking him to call back and the corresponding number for communication.

This method is inconvenient, since the caller needs to dial a new, often unfamiliar sequence of numbers and symbols, which is not known to everyone, but in critical situations when a call needs to be made urgently, even users who are aware of this sequence often cannot remember it.

In addition, this type of connection is possible only within the network of one operator providing this service, which significantly limits the possibility of its use.

The closest analogue of the present invention is a method for managing connections within a mobile radiotelephone network, in which each subscriber of the network is provided with access to the network to make outgoing calls regardless of his account status, outgoing calls of a subscriber who does not have sufficient funds in the account are disconnected, a message is generated about the missed call and transmit it to the called party (patent RU 2361369, Н04М 3/42, published July 10, 2009). According to this known decision, after the operator has established that there is no positive balance in the account of the calling subscriber, the network connection is redirected to the operator serving the called subscriber. Unpaid outgoing connections transmitted over the network, upon receipt of the connection to the mobile phone number of the called subscriber, are interrupted after a certain number of rings. The system in which this method is applied is a network configured taking into account the possibility of gaining access to it for outgoing connections, regardless of the status of the subscriber’s account and establishing connections / receiving messages from callers. An outgoing call from a mobile phone passes through the operator of the called subscriber, on a diagram presented in the form of a base station, a mobile switching center and a movement register, and arrives directly to the operator of the called subscriber having the same operating structure that serves the mobile phone of the subscriber.

In addition, a technical failure may occur in the network, as a result of which the connection of the incoming call will be established and the called party will answer. In this case, the need to pay for the connection will fall on the shoulders of the called subscriber, and he will subsequently receive an invoice from the operator.

The technical result achieved is to increase the reliability of telephone communications management when used by a person who does not have sufficient funds in the account to make outgoing calls and to inform him.
