The invention relates to a process for manufacturing a sound and heat insulating waterproof panel for buildings, said process consisting in cold dosing and homogenizing for 30...60 s, in a mechanical agitator 1...3 parts of lightweight aggregates, selected from among pearlite, diatomite, power plant ash, 0.5...1.0 parts heavyweight aggregates selected from among sand, slag, burnt brick waste, plaster waste, 1.0...2.0 parts of cement and/or 0.5...1.0 parts of plaster as binding matter, 1.5...1.75 parts of water, the parts being expressed by volume, producing a slurry which may either be cast in separate reinforced forms, let to toughen for 15...30 min and dismantled in a known manner, or in blocks cut with a metal frame, thereby resulting a pannel having a porosity of 38...40% with open pores, a specific weight of 0.6...1.05 kg/dm3 and a compressive strength of 2.0...5.2 N/mm2, said pannel being waterproofed afterwards.
