When the voltage is impressed to the distribution lines 10a and 10b, the relay switch 1 is turned on and a contact (1-a) is closed. then, the distribution lines 10a and 10b and the differential transformer is connected. Here, when there is an open-phase line, the relay switch 1 is not operated and the distribution lines 10a and 10b and the differential transformer 12 are separated. Thus, the influence is prevented from being given to the other differential transformer in an operating condition.
