When the temperature of the surface exceeds the specified value, a heater control part 52 is forcedly made off so as to lower the temperature of the surface of the heat roller 37a. In such a case, for example, in case of storing 200 deg.C as the specified value, the heater control part 52 is made off regardless of the control in any stages when the temperature of the surface of the heat roller 37a exceeds 200 deg.C.
