PURPOSE:To prevent the flowing out of a raw material from an opening and closing valve by providing an operating valve to be opened from the raw material feed pipe side to the forced-feed gas pipe side at a pressure lower than the withstanding pressure of both opening and closing valves provided to the raw material feed pipe to a bypass pipe. CONSTITUTION:The raw liq. 8 flowing into the forced-feed gas pipe 16 is sent into a raw material container 12 by the gas supplied to the forced-feed gas pipe 16 when the supply of the raw liq. 8 to a raw material feed tank 1 is started. Consequently, the expansion of the raw liq. 5 enclosed in the raw material feed pipe 13 when thermally expanded is always absorbed by the internal space of the forced-feed gas pipe 16. As a result, an increase in the internal pressure of the raw material feed pipe 13 is prevented, and the leakage of the raw liq. 8 from the opening and closing valves 14 and 15 provided to the raw material feed pipe 13 is avoided.
