CONSTITUTION:When much inputs enter DWN terminals of a counter 33 (when discharge of no-load discharging period rate of 5% or less is frequency generated) the numerical value of multipliers 35, 36 is lessened, and the frequency of a correction clock for counting a pulse stopping period is lessened. Thus, the pulse stopping period is elongated. Hence, the substantial pulse stopping period is not shortened even if the no-load discharging period is shortened. Thus, the accidents of abnormal discharge and wire disconnection can be prevented.
