前述の如き測定を実施する場合には、測定対象加
入者迄測定器を移動させ、被測定通信路を設定す
る等多大の労力と時間とを必要とするので、この
点からも充分な頻度で測定を行うことは困難であ

入者回線3の通信状態を常時監視し、第3図の如
き無通信状態を示す信号を検出すると品質測定部
5を起動する。品質測定部5は該加入者回線3上
に伝送される信号を受信し、第3図に示す如き正
規の無通信状態を示す信号形式と照合することに
より、被測定加入者回線3の誤り率を測定する。
無通信状態にある端末装置1が発呼要求し、加入
者回線3を介して発呼信号を送信すると、加入者
回線3を常時監視しているデータ交換機4の検出
部41が該発呼信号を検出し、直ちに品質測定部
に該加入者回線3に対する誤り率の測定の中断を
指示し、同時に交換部42に呼の要求する交換接
続を行わしめる。通信中もデータ交換機4の検出
部41は該加入者回線の監視を続け、該加入者回
線3の切断が検出されると再び品質測定部5に指
示を与え、前述と同様の過程で誤り率の測定を再
開する。更に無通信状態にある加入者回線3に呼
が着信した場合には、データ交換機4は品質測定
部に、該加入者回線3に対する誤り率の測定の中
