置とを備えることにより、加入者の発呼を妨げることな
く運用時の診断を可能にするように構成されている。

開始前の状態に復旧させる構成であるから、加入者の発
呼をなんら妨げることなく運用時の診断を行うことがで
きるという効果が奏される。
