PURPOSE:To shorten the time of 100% load of a link to resolve trouble in on- line service, by giving a redundant constitution to a common channel signal processing device and controlling the connection of link between the device and a signal transfer point. CONSTITUTION:A common channel signal processing program and a diagnostic processing program are stored in a main storage device MM, and the device MM is connected to a common channel signal processing controller CSP. If a common channel signal processing device CSC0 or CSC1 having the redundant constitution becomes faulty, the controller CSP transfers the load between the device CSC0 and a signal transfer point STP0 to the link between the device CSC1 and a signal transfer point STP1 and removes the device CSC0 from service and subjects the device CSC2 to service. Further, a network controller NWCTL is controlled to release the link between the device CSC0 and the STP0, and the link between the deivce CSC2 and the STP0 is closed.
