Heavy oil C, which is a liquid fuel, has a high viscosity when the temperature is low, so it is difficult to pump the oil. Therefore, when extracting the heavy oil, it is necessary to heat the heavy oil in the tank.

Therefore, it has been common practice in the past for large-capacity outdoor storage tanks to heat the oil in the tank by installing a steam coil inside the tank, and for small-capacity service tanks to heat the oil inside the tank. In this case, indirect heating using hot water or a shield type heater is also used.

That is, in the present invention, a heater is provided outside a tank storing a high viscosity fluid, a cylindrical member with one end open and the other end closed is provided inside the tank, and the high viscosity fluid is supplied from within the cylindrical member to a first source. The heated fluid is led to a heater outside the tank by a lead-out pipe, and the heated fluid is returned to the cylindrical member inside the tank, and the fluid inside the cylindrical member is locally heated. The present invention provides a local heating system configured to send heat to a desired location through a lead-out pipe.
