PURPOSE:To perform input and output control of a video signal according to an external synchronizing signal, by installing a synchronizing signal generator which provides an external synchronizing function on a which inputs and outputs the video signal in a digital form or treats it. CONSTITUTION:In case an external synchronizing signal is not supplied to a terminal 109, synchronizing signal generator 108 generates a synchronizing signal according to a internal synchronizing signal generation source, and the generated signals are supplied to each video input output equipments 101A-101D, decoder 102, encoder 106 and controller 107. Colck signals output from the controller 107 in accordance with the synchronising signal are supplied to an A//D converter 103 and a D//A converter 105, and control signals are supplied to a memory 104, respectively. When the external synchronizing signal is supplied to the input terminal 109, a synchronizing signal generator 108 generates a synchronizing signal which synchronizes with this signal and the signal is supplied to the previously mentioned device.
