Abstract
PURPOSE:To execute the binary-coding of a low contrast video signal, by deriving an average value of partial brightness from a video signal, and deriving a threshold level to a video value of the center of its local area, from the average value. CONSTITUTION:An average digital value Vav of a video signal being in the proximity of a sample point (i) is derived in order from a video signal 1 which is obtained from an image pickup device, and is compared with a reference video digital value V in a comparing circuit 6. Depending on whether the average value Vav of the video signal is larger or smaller than the reference value V, epsilon, omicron, or -epsilon is selected in a selecting circuit 7, and epsilon or -epsilon is added to the average value Vav of the video signal in an adding circuit 8, which is outputted as a threshold value to a binary-coding circuit 9. The binary-coding circuit 9 compares a digital video value Vi of the sample point (i) to the video signal, with an output of the adding circuit 8, and outputs a signal 10 for changing to a binary picture element, in the sample point (i).
