CONSTITUTION:A set value is provided in advance on a comparator 4, a comparator 5 and a comparator 6 by voltage V1, voltage V2 and voltage V3, respectively. For instance, when a car is in a high speed state and a speed V is V3<V, and a shift lever is selected to a start range, an output becomes ''1'', and an alarm device 23 is operated. In case when a car speed is V3<V and the shift lever is in a range for running in a city area, if a load state P is between the set values P1, P2, an output of a gate 20 is made ''0'', the alarm device 23 is operated, and in the event of P<P1 and P2<P, an output of the gate 20 is made ''1'', and an alarm is not raised. In this way, in case of V3<V, even if shift-down from a driving range to a city area running range has occurred due to an acceleration or deceleration engine brake, an alarm is not generated.
