CONSTITUTION:Unstretched flat film of perfectly saponified polyvinylalcohol of >=98mol% degree of saponification which is formed to a film by a wet process, casting method or water-containing extrusion method is dried. Then, after said unstretched polyvinylalcohol film of 5-25% water content is biaxially stretched to an areal stretch ratio more than 300% at a film temperature below 130 deg.C by a tenter-type simultaneous biaxial stretching machine or a two-step biaxial stretching machine composed of a roll-type longitudinal stretching machine and a tenter-type lateral stretching machine, the film having shrinking ratio more than 20% in both longitudinal and lateral directions in water at an ordinary temperature is formed by stress-relaxation at a film temperature below 130 deg.C, then winding.
