Then, it is automatically led into a reader and characters of the prospective contents printed or handwritten in the application form are optically converted into the number of dots via slits and read by read part 65 automatically. Further, if the application form to be read has deficiency, it is corrected through supplementing operation and read and the read data are temporarily stored in read operation information buffer register 57 and sent to main control part 55 to display them on display part 59 via display device buffer register 58. The read data stored in register 57 are applied to betting ticket print control issuing part 60 and the betting ticket issuing device is controlled to print the contents entered into the application form automatically at a time, thereby issuing a betting ticket.
