In the receiver side, the ciphered signal is restored through demodulating part 7 and restoring part 16. Category deciding part 11 takes out category data from the data code to decide each category. Category contracting part 13 reports whether contract of each category is present or not to data code processing part 15. Processing part 15 decides this signal and outputs it to restoring part 16, and restoring part 16 converts the ciphered signal to a normal signal which can be seen and listened to.
