An output of the secondary side of the insulating transformer 6 is sample-held by a sample- and-holding circuit 7. Timing signals T of the chopper circuit and the sample-and- holding circuit are synchronized, and also, said output is sample-held after output voltage of the secondary side of the insulating transformer has been stabilized sufficiently.
