Then, all of independent decentralized switchboards 1 and 2 or channel office switchboards 3-6 belonging to loop switching networks 16 or 17 read data out of data base device 12 by using one or more signal transmission channels assigned for time-division multiplex channels, and on the basis of the data, switching operation is carried out. Therefore, centralized maintenance operation is enabled and the switchboards need not hold a great amount of data.
