The fluorescent substance layer 3 is formed thinly (d1) on the nesa film and also thickly (d2) on the frontal side by a biased coating manner in which the number of small holes of nozzle is varied. Thus, the lowering of light distribution to the rear side can be eliminated, and effective light distribution characteristics can be obtained, and also the thickness of the front side can be made greater effectively. Also, the thickness of the rear side can be made thinner. Therefore, the pitting phenomenon can be prevented.
