Abstract

PURPOSE: To attain effective bit-rate conversion by stopping the transmission of bit information when receiving assignment information of the insertion position of a signal together with bit information, by reading again the identical-address contents, and then by sending the bit information out.
CONSTITUTION: Buffer 8 reads bit information at an identical address and a corresponding signal insertion position assignment signal simultaneously in parallel. Then, the contents of memory 8 are sequentially read out by clocks 4 corresponding to bit rate f1 and then sent out to selector 14 by way of read data latch FFs 9, 17 and 10, and insertion-position assignment signal latch FFs 11, 12 and 13. This selector 14 has insertion-signal input terminal 15 and when assignment information on the insertion position of a signal is read together with bit information, an additional signal is sent out while the transmission of bit information on a string of read signals is cut off and the contents at an identical address are read again to send bit information on the string of read signals. Consequently, effective bit-rate conversion can be carried out.
