Then, data are converted to flow quantities by H-Q conversion part 5 through water level taking-in unit part 4, and dam water level 1-1 is compared with conditions of various set parts 7 by control decision part 8, and prescribed signals are sent to control command decision part 11, and decision part 11 gives control commands to gate control parts 13-1W 13-n. Then, gate opening meters 14-1W14-n feed back respective gate opening values to decision part 11. Then, various status signals are supplied to display part 6 and print output device 10.
