A low-melting point glass or metallic thin film is plated onto each glass material and is melted to seal crystal vibrator 6 hermetically. Since it is sufficient if the thickness of glass panel rings is slightly larger than that of the crystal vibrator, the package itself can be thin. Many glass rings can be produced with a high precision at a time by etching.
