The output of the potential equal to the battery using limit voltage given from operational amplifier IC21 is connected to the non- reverse terminal of operational amplifier IC22 so that the battery voltage may be supplied via lines 4 and 1. And the LED for display is connected between line 4 and the output side of IC22 to secure blinking along with resistance R16 and diode D7.
