CONSTITUTION:The encoder is divided into several encoding units 6-0-6-3, to which the block information of the initial value consisting of the code key and the code basic data is set. And each encoding unit 6 executes the encoding processing 7 keeping pace with the lapse of time in order that the i-th block, the i+1-th block,... of the data stream can be encoded by means of each encoding unit 6, and also the i+n-th block, the i+n+1-th block,... of the data stream can be encoded by means of each encoding unit 6. Thus elevation of the processing speed can be attained.
