CONSTITUTION:A rotating part 4 is provided between a horizontal arm 2 for fixing and mounting of a transmitter-receiver 1 and a pole 3 and further a rotating part 6 is provided also between an upper stay 5 designed to prevent the deflection of the horizontal arm 2 by gravity and the pole 3, so that the horizontal arm 2 and upper stay 5 may be rotated about the pole 3 as an axial line. It is also possible to fix the arm 2 in the specified position by the arm fixed to the pole 3 and stays 9 in an approximately horizontal direction. In the case of maintenance, exchanging or the like of the transmitter-receiver, the fixing by the arm 8 and horizontal stays 9 is released and the horizontal arm 2 mounted with the transmitter-receiver is turned to the road end side and work is done.
