Abstract
PURPOSE:To prevent a switching element etc. from burning, by utilizing the time difference between a power starting signal and a detection signal from a predetermined circuit element to detect the presence of the circuit element. CONSTITUTION:An output generated by redtifying AC power through a rectifier 1 and the power starting signal of a starting circuit 4 are applied to a driving circuit 8 through a soft starting circuit 5, an error amplifier 6 and a comparator 7. The switching element is turned on or off by the output of the driving circuit to pick out an output voltage. When a soft starting capacitor 55 is not provided , a switch 15 is opened by a signal generated by delaying the power starting signal through a delay circuit 18 and by a signal generated depending on the presence or absence of a detected piece (in this case, the soft starting capacitor 55). Thereby, the switching element 3 etc. are prevented from burning.
