PURPOSE:To ensure oxygen-lacking condition and occurrence of a fire to be detected by directing one side of an electrode of an oxygen concentration cell to an all-time oxygen-lacking small burner and directing other side to a normal-time oxygen- exceeding small burner to be ignited by the other small burner. CONSTITUTION:An oxygen concentration cell is provided in inclined position between a small burner 3, which ignites a main burner M and produces all-time oxygen-lacking fire B, and a small burner 2, which is provided with an air hole 21 and ignites the small burner 3 and produces oxygen-exceeding flame A at normal time. While a porous electrode 13 is kept in contact with flame B of the small burner 3 at all times, the other electrode 12 is kept in contact with oxygen-exceeding waste gas of flame A of the small burner 2 at normal time but at the time of insufficient oxygen supply, the flame A is elongated and contacts the electrode 12 as oxygen-lacking flame. Output of the oxygen concentration cell 1 excites a safety valve 6.
